Discovery of hidden cargo in Zakarpattia
During customs control at the "Tysa" post in Zakarpattia region, law enforcement officers uncovered a scheme for the illegal import of automotive components. The driver of a truck arriving from Italy attempted to smuggle 483 units of filters, belts, and thermostats, with a total value of approximately 600,000 hryvnias. These parts were concealed inside the structure of an electric generator.
Incident details and sender's explanation
The sender of the cargo was the Italian company "Green Power Systems SRL", and the recipient was the Kyiv-based LLC "NVP VITAL". Officially, the import of industrial generators and their components was declared. However, during a thorough inspection of a GP280 S/I-A model unit, customs officers found a large quantity of goods from the Iveco Group and Marellimotori brands in the cavities of the housing, including fuel and oil filters, cartridges, belts, thermostats, and sensors.
Access to the storage compartment was provided by a key attached directly to the unit's housing. The driver's accompanying documents contained no mention of these items, and no separate invoices for them existed either. Subsequently, Raffaele Brugnettini, the director of the Italian company, sent an explanation to the customs authority, claiming that the parts were "forgotten" to be loaded during a previous shipment, so they decided to move them "in transit" inside the new generator, but issuing a separate invoice had been overlooked.
Court decision and sanctions
On 27 October 2026, the Uzhhorod City District Court of Zakarpattia region, presided over by Judge N.B. Shumilo, reviewed case No. 308/15044/26. The court found the head of the foreign enterprise guilty of violating customs legislation under Part 1 of Article 483 of the Customs Code of Ukraine.
The ruling states that since the goods were hidden in standard cavities without modifying the housing for a special secret compartment, and the value of the generator itself was significant, the equipment was not confiscated. The unit will be returned to the Ukrainian recipient after payment of all customs fees. Meanwhile, Raffaele Brugnettini is obliged to pay a fine of 50% of the value of the hidden goods, amounting to 299,266.25 hryvnias, as well as court costs. The undeclared car parts themselves are subject to confiscation.
