Antimonopoly Committee launches investigation

The Antimonopoly Committee of Ukraine has initiated an investigation involving LLC "ILD" and sole proprietor Oleksandr Vyzental. The regulatory body identified signs of collusion that took place during the conduct of three auctions on the Prozorro.Prodazhi platform in 2024.

Privatization assets and bid amounts

The focus of attention is on the sales of the Kyiv state enterprises "DIPROVERF" and NDI "Buran", as well as real estate in Rivne with an area of 545.6 square metres. During the final stages of the auctions, the bids submitted by Vyzental and representatives of "ILD" were almost identical: 700,000 hryvnias and 701,000 hryvnias respectively. At the time of the publication of this information, the regulator's final decision has not yet been made.

Business connections of the case subjects

A network of shared business interests exists between the suspects. Marina Vyzental, the director and co-owner of LLC "ILD", is also a co-owner of the company "VEEDO", which is headed by Oleksandr Vyzental. Another co-owner of "ILD", Vladyslav Pustovoy, owns LLC "BOLSTER" together with Oleksandr Vyzental.

History of NDI "Buran" acquisition and court levies

In January 2025, the company "ILD" became the owner of NDI "Buran", paying 59.4 million hryvnias for the asset. Meanwhile, court rulings obliged the company to return a debt of 902,400 hryvnias to the operator of the auction platform. Additionally, 93,850 hryvnias were levied as compensation for inflationary losses and interest.
