Shedding light on Poltava's shadow structures

The production team of the "Bihus.info" project recently arrived in Poltava to investigate the causes of systemic corruption in the city. The journalists note that the region's development is hindered not only by officials but also by local influential figures who, despite not holding high state positions, pressure communities for their own interests.

One of the key subjects of attention became Hennadii Sykalov, who is presented in the materials as a local "entrepreneur", "journalist" and "patriot". According to the investigation, former Deputy Prosecutor General of Ukraine Oleksandr Hordetskyi is involved in his activities.

A media resource with pro-Russian undertones

Hennadii Sykalov is the "editor-in-chief" of the publication "Ostanniy Bastion" (Last Bastion), which positions itself as oppositional. Its pages regularly publish criticism of central and local authorities. However, according to public observations, the materials of this resource are systematically republished by the propagandistic aggregator "InoSMI" for a Russian audience.

In the Russian translation of "Ostanniy Bastion" publications, legitimate President of Ukraine Volodymyr Zelensky is called a "mad dictator", and the country's defenders are referred to as "AFU militants". Despite the fact that the publication's website was blocked at the end of 2024 for propaganda, it is currently accessible again, and pro-Russian texts are posted on the main page under pseudonyms that sound patriotic.

The criminal past of the "last samurai"

Hennadii Sykalov, who calls himself the "last samurai", has been known in Poltava since the 1990s. His biography contains several criminal episodes:

  • In 1992, the Oktyabrsky District Court of Poltava sentenced him to two years of imprisonment with confiscation of property for extortion. He served his sentence in Bozhkivska Correctional Colony No. 16 and was released conditionally early in August 1993.
  • In 1999, he was involved in a case of intentional murder. At that time, Oleksandr Hordetskyi was the prosecutor of the region. In 2005, the court closed the case due to a change of circumstances; no verdict was issued.
  • In 2006, the prosecutor's office opened a case regarding the use of a forged diploma. According to the investigation, a document about higher education obtained while serving his sentence was used to acquire another qualification. In 2010, the court released him from liability due to the expiration of the statute of limitations.
  • In 2014, proceedings were initiated for fraud on an especially large scale (an attempt to obtain funds from an insurance company). In 2021, Sykalov was detained, and the court chose a preventive measure in the form of a personal obligation. In early 2023, the first-instance court acquitted him, and the decision was reviewed on appeal.

Legal "umbrella" from the former prosecutor

According to the journalists, Oleksandr Hordetskyi, who held the positions of Deputy Prosecutor General of Ukraine, and prosecutor of Poltava, Kyiv, and Kirovohrad regions, provided support to Hennadii Sykalov for a long time. Currently, he heads the law firm "Hordetskyi and Partners".

As a lawyer, Hordetskyi represented the interests of defendants in cases of the National Anti-Corruption Bureau and the Specialised Anti-Corruption Prosecutor's Office in the High Anti-Corruption Court. Among his clients is Serhiy Andriyash, former head of the Department for Children and Family Affairs of the Kyiv Regional State Administration, who is suspected of misappropriation of funds in the amount of approximately 10 million UAH.

Joint interests in the sand mining sector

The connection between Sykalov and Hordetskyi may be due to joint activities in the sand mining sector. Hennadii Sykalov owns an enterprise for sand dredging. Oleksandr Hordetskyi was previously linked to the control of illegal "digs" and the organisation of illegal dredging in Kyiv region.

The prosecutor handled cases with the help of assistants, including Oleksandr Zablotskyi, who dealt with issues of illegal mining in Kyiv region. Together with previously convicted Ternopil resident Volodymyrovych Deputat and his fictitious companies "AvtoTekhBud" and "AvtoBudAlians", they illegally mined sand in Brovary district, digging up private shares and causing dissatisfaction among farmers. After a loud resonance, Zablotskyi and Deputat, under Hordetskyi's cover, moved to Boryspil district, where they supplied sand to construction sites of "Boryspil" airport without the appropriate licences and proper accounting.

Reputational losses and real estate

Oleksandr Hordetskyi is also remembered for a conflict with then-Mayor of Oleksandriya Stepan Tsapyuk. In the early 2000s, Tsapyuk complained to the Verkhovna Rada about the arbitrariness of the prosecutor of Kirovohrad region, who accused him of misusing an official car. Although the facts were not confirmed, reputational damage was inflicted, and Hordetskyi was dismissed from his position as regional prosecutor.

In 2008, the prosecutor's office of Kyiv region checked compliance with legislation during the privatisation of land by the Irpin City State Administration. According to the data, in exchange for covering up violations, a two-storey house in Irpin, registered in the name of his brother, was transferred to Oleksandr Hordetskyi. Nearby, a land plot of approximately 1 hectare was also registered in the name of this person, where residential buildings, pools, and saunas were being built.

According to one of the people's deputies, these schemes were implemented through Serhiy Shcherbina, the prosecutor of Brovary district, who is Hordetskyi's nephew. The prosecutor did not face punishment for these actions.

The journalists of "Bihus.info" and law enforcement agencies, in the opinion of the authors of the investigation, should pay more attention to the tandem of Hordetskyi and Sykalov, who together conducted illegal deals in Poltava and the region.
