Position on visits to capitals

President Volodymyr Zelensky expressed opposition to the idea of exchanging visits between the leaders of Ukraine and Russia during a joint press conference with German Chancellor Friedrich Merz in Berlin. The head of state emphasised that inviting Volodymyr Putin to Kyiv or his own invitation to Moscow are destructive steps that would not contribute to ending hostilities.

(We are not inviting Putin to Kyiv. In 2022, they came to us without an invitation. But there is no point in inviting Putin to Kyiv, because they will not come. Inviting them so that they do not come is destructive. The same applies to inviting me to Moscow: what Russia is doing is destructive. It is simply spitting in the face of the whole world that wants the war to end. Therefore, no one will support trips to Moscow), Zelensky stated.

Criticism of phone negotiation format

In response to a question about the possibility of a phone call between the presidents of the two countries, the Ukrainian leader also took a critical stance towards this initiative. He is convinced that Moscow will use such a format as an excuse to avoid real meetings.

(A phone call, of course, will be used by Russia as an opportunity to stop meeting. (…) It will be a very official, dry phone conversation where I will listen to yet another historical lecture from the leader of the Russian Federation, rather than about real steps to actually end the war. We need to not just talk about this, we need to sit down, agree, and prove where this side is wrong, because it is the aggressor), the president explained.

Necessity of personal meetings

Zelensky emphasised that personal contacts and concrete actions are necessary to achieve a peaceful settlement. According to him, the first step towards ending the conflict must be a ceasefire.

(If we want to end the war, we must meet and take the first step - a ceasefire), the head of state added.
