MP Igor Kiselev caught up in new scandal

Journalists have documented that People's Deputy Igor Kiselev and his wife are actively using a new 2023 Range Rover. However, this luxury SUV was not listed in their official declarations. The Kiselev family switched to the expensive car amid a scandal related to the MP's possible illegal enrichment, signs of which were detected by the National Agency on Corruption Prevention (NACP).

Igor Kiselev has previously come under the scrutiny of investigative journalism projects. Earlier this year, an investigation by Bihus.Info claimed that the MP, elected from the banned “OPZZH” party, likely uses real estate belonging to his mother-in-law in the “Diamond Hill” elite residential complex in central Kyiv.

The price of a 360 sq m apartment in this complex ranges from $2 million to $5 million depending on the finishing. Journalists documented a Mercedes, registered to Kiselev's wife, leaving the premises of this residential complex. It turned out that the MP uses this specific vehicle.

Following the publication of the material, lawyers from the Bihus.Info project filed a complaint with the NACP, asserting that the Kiselevs' lifestyle does not correspond to their officially declared income. Based on the monitoring conducted, the National Agency on Corruption Prevention identified signs of illegal enrichment by the MP amounting to over UAH 70 million. The investigation materials were transferred to the Office of the Prosecutor General of Ukraine.

While examining the family's income, journalists noted that in 2023, Kiselev's wife, Anna, received a salary from the company “ZAPADUKRVZRYVPROM”. The new 2023 Range Rover is registered in her name, and the couple frequently uses it to visit restaurants in the capital. Bihus.Info also documented the family visiting entertainment venues twice, including a restaurant in central Kyiv and the “SHELEST” country complex.

Furthermore, according to Bihus.Info sources, the Kiselevs crossed the Ukrainian border in this same vehicle on 9 June 2024. Notably, the MP spent two months abroad.

Igor Kiselev himself explained his behaviour by stating that the Range Rover is his wife's official vehicle and, therefore, he is not required to declare it.
