MP Kiselev and the undeclared Range Rover

Journalists from Bihus.Info discovered that People's Deputy Ihor Kiselev and his wife regularly use a luxury 2023 Range Rover worth approximately 6.5 million hryvnia. This vehicle is absent from the deputy's declaration, raising questions, particularly against the backdrop of allegations of illicit enrichment identified by the National Agency on Corruption Prevention (NACP).

Luxury lifestyle amid corruption investigation

The deputy from the former Opposition Platform — For Life faction has previously come under the spotlight of journalists. Earlier this year, Bihus.Info reported that Kiselev likely resides in his mother-in-law's apartment in the Diamond Hill luxury residential complex in central Kyiv. The apartment covers 360 square metres, and its market value ranges from $2 million to $5 million depending on its condition.

Journalists documented a Mercedes, registered to the deputy's wife, regularly leaving the gated area of this residential complex. According to their data, Kiselev himself used this vehicle.

Following the publication of the investigation, lawyers from the "Tyshni" project filed a complaint with the NACP regarding the discrepancy between the deputy's lifestyle and his official income. As a result of the monitoring, the NACP determined that Kiselev had illicitly enriched himself by more than 70 million hryvnia. The case has already been transferred to the Office of the Prosecutor General of Ukraine.

Range Rover and questions about the declaration

In 2023, the deputy's wife, Anna Kiseleva, officially received income from the company "ZAKHIDUKRVYBUKHPROM", under which the 2023 Range Rover in question is registered. This vehicle has been spotted multiple times at restaurants in the capital and suburban complexes. Specifically, journalists documented the couple visiting a luxury restaurant in central Kyiv, as well as staying at the SHELEST suburban complex.

Furthermore, according to Bihus.Info, the Kiselev family used this vehicle to cross the border. On 9 June 2024, the deputy and his wife left the country in this car, and Kiselev himself stayed abroad for two months.

Deputy's response to accusations

In response to journalists' inquiries about the absence of the vehicle in the declaration, Kiselev stated that the Range Rover is his wife's official vehicle. Thus, according to him, he is not obliged to include it in the declaration.

Difficulties in explaining income

Against the backdrop of allegations of illicit enrichment, the deputy's and his family's lifestyle continues to raise numerous questions. The NACP identified a clear discrepancy between declared income and actual expenses.

The connection with the company "ZAKHIDUKRVYBUKHPROM", which owns the luxury Range Rover, appears particularly suspicious. Moreover, journalists continue to track the movements of the Kiselev family and document their presence in high-end establishments, which contrasts with their official income.
