Students in grades 10 and 11 have received a legislative guarantee of the right to complete their education at the educational institutions to which they were enrolled or transferred, regardless of the current status of these establishments. The Verkhovna Rada of Ukraine voted for the relevant regulatory act, the aim of which is to ensure the continuity of acquiring full general secondary education.
On 29 October 2026, parliament adopted bill No. 15082-d in the first reading and as a whole. The document concerns students who are acquiring specialised secondary education under the two-year senior high school programme in the 2026-2027 academic year.
According to the text of the law, such graduates will have the opportunity to complete their education at the same general secondary education institution where they studied, or at its legal successor.
The decision also applies to institutions that have already undergone the reorganisation procedure or been re-profiled as gymnasiums. A simplified procedure for issuing or reissuing licences is provided for such educational establishments. This will allow them to ensure the completion of the educational process for senior high school students by the end of the 2027-2028 academic year.
