Two 37-year-old representatives of the "Servant of the People" faction — Andriy Zupanyn and Ostap Shypailo — officially ceased their powers as People's Deputies. Both were elected via party lists (under numbers 110 and 120 respectively) and were members of the Verkhovna Rada's energy committee. Their exit from parliament, which took place on 3 September, deprived them of a mobilisation deferment.
Circumstances of losing mandates
Applications for early termination of powers were submitted on 18 August 2026. However, the first voting attempts on 19 August failed to reach a quorum: 211 deputies voted for Zupanyn, and 218 for Shypailo, whereas a minimum of 226 votes was required to adopt the decision. Only on 3 September did parliament approve their dismissal: 234 deputies voted for the termination of Zupanyn's powers (Decision No. 4971-IX), and 235 for Shypailo's (Decision No. 4972-IX).
During public appearances, Zupanyn justified his departure by the need to engage in work in the energy sector before the winter season. Shypailo, conversely, stated that he had received favourable offers for career development.
Trips to London and Zupanyn's studies
Public attention was drawn to Andriy Zupanyn's activities abroad. Since 2022, he has been studying on the Executive MBA programme at London Business School. The journalistic outlet Bihus.Info recorded that on 11 June 2024, the deputy was in the United Kingdom with his wife, Bohdana. On 16 June, he visited a restaurant, and from 18 to 20 June, he did not participate in parliamentary votes. Within a few months, Zupanyn made three trips to London, explaining them as parliamentary assignments and invitations from British MPs Karen Bradley and Alex Sobel. Meanwhile, journalists found photos of leisure activities but could not confirm the fact of business meetings. The National Anti-Corruption Bureau of Ukraine (NABU) stated that it is analysing these trips.
Financial indicators and assets
The financial declarations of the former MPs indicate the presence of significant funds. In 2023, Zupanyn's salary was 618,932 hryvnia, yet he spent almost 550,000 hryvnia on education, and another 423,200 hryvnia was covered by the Temerty fund. In his declaration dated 2 October 2026, Zupanyn noted having 35,000 US dollars in cash. His wife Bohdana declared 160,000 dollars, 175,000 euros, 500,000 hryvnia, and 584 internal government debt bonds (OVDP) with a nominal value of 584,000 hryvnia. During the period from January to 3 September 2026, Zupanyn received 893,384 hryvnia in salary, while his wife received 140,284 hryvnia in coupon income.
Ostap Shypailo has business experience in the construction sector. He managed the companies "Lvivska Enerhetychna", "Karpatbud Development" (EDRPOU 41382038), and "Inzhener-Frost". His 2019 declaration noted the presence of 21 million hryvnia in cash and 11 transactions involving the alienation of property. In the declaration submitted upon his dismissal, Shypailo indicated 6,100,917 hryvnia in accounts at PrivatBank, as well as 170,000 hryvnia, 8,000 US dollars, and 5,300 euros in cash. His salary for January–September 2026 amounted to 1,008,702 hryvnia.
Tender schemes and ties with the construction sector
The investigation revealed suspicious schemes in state procurement linked to companies in which Shypailo participated. In November 2018, Ivan Franko National University in Lviv ordered the construction of a 399-place dormitory for 109.5 million hryvnia from the company "Karpatbud" (EDRPOU 30477237) owned by Yurii Karvatskyi. The only competitor was the company "VilKom Montazh" (EDRPOU 41905200) with a charter capital of 10,000 hryvnia, founded by Shypailo, Nazar Demidov, and Andriy Panas. The price was not reduced, and the winner's offer was only 0.2% lower than the expected cost. Shypailo was a business partner of the Karvatskyi family through the companies "Karpatbud Postachannia" (EDRPOU 42336925) and "Karpatbud Development". According to the publication "Nashi Hroshi", the estimate included the purchase of 170 Russian refrigerators at 7,306 hryvnia each, 402 beds at 4,381 hryvnia each, and 429 wardrobes at 2,430 hryvnia each.
Another incident occurred in April 2018, when the municipal enterprise "Kumunalnyk" (EDRPOU 03348643) purchased 22 light fixtures at 10,200 hryvnia each from the company "Systemy Enerhozberezhennia ta Osvitlennia" (EDRPOU 38502369) for a total of over 224,000 hryvnia. The competitor was "VilKom Montazh", which was then owned by Shypailo. The difference in offers was only 20 hryvnia, the manufacturer was the same, and the reference documents were identical down to the punctuation. This was reported by the publication NG.
AMCU decision and subsequent activities
On 10 August 2023, the Antimonopoly Committee of Ukraine (AMCU) adopted Decision No. 63/42-r/k in Case No. 63/2-01-87-2020, establishing a collusion between "VilKom Montazh" and the company "Svitlobud-Montazh" (EDRPOU 41918434) in three tenders for the reconstruction of Lviv's power grids. The companies were linked by a common address, business relations, and mutual financial assistance. The fine of 204,000 hryvnia was not paid within the established deadline. On 17 October 2024, the court in Case No. 908/2091/24 recovered the 204,000 hryvnia fine, 204,000 hryvnia in penalties, and 4,896 hryvnia in court fees. Shypailo ceased to be a beneficiary of the company on 23 July 2019, which was earlier than the procurements reviewed by AMCU.
While working in parliament, Shypailo headed the subcommittee on nuclear energy and safety. On 22 July 2025, he supported Bill No. 12414, which restricted the independence of NABU and the Specialised Anti-Corruption Prosecutor's Office (SAP). Zupanyn, in turn, was responsible for the gas sector, served as deputy head of the energy committee, and was considered a potential candidate for the post of Minister of Energy.
From 3 September, both former MPs lost their parliamentary deferment. The head of the Air Reconnaissance Support Centre, Mariia Berlinska, suggested that the former parliamentarians serve in the army for at least a year. Property declarations upon dismissal were submitted on 2 October (Zupanyn) and 15 September (Shypailo), noting multi-million assets and foreign currency savings.
