The leadership of the State Agency for Restoration and Infrastructure Development has found itself at the centre of a series of criminal investigations. Law enforcement officers are examining the activities of construction and medical companies linked to Ivan Fedorov. According to investigation data, these entities received contracts worth billions of hryvnia, with a portion of the funds likely embezzled or illegally transferred to accounts of companies with signs of fictitiousness.
Career leap and financial gains for affiliated companies
On 4 September, Ivan Fedorov was appointed head of the State Agency for Restoration. Notably, earlier this summer, he outbid Mariupol mayor Vadym Boychenko in an informal competition for the position. Volodymyr Zelensky gave him the preference, though not on the first attempt, but without significant issues. Serhiy Mynko, a People's Deputy from the "Servant of the People" party and a member of the Verkhovna Rada's law enforcement committee, may have played a role. Mynko and Fedorov are long-time acquaintances, having jointly managed Melitopol prior to the occupation.
Shortly after Fedorov's appointment to the leadership position, one of the leading contractors in Zaporizhzhia Oblast — LLC "Construction Company Kalmius" — received a significant financial boost. Within a few weeks, the firm signed contracts totalling UAH 2.1 billion. Of this amount, UAH 1.1 billion was received from the Zaporizhzhia Service for the installation of anti-drone protection. For comparison: previously, "Kalmius"'s maximum contract with a Zaporizhzhia client was only UAH 70.3 million.
Media outlet "RBC-Ukraine" also published materials on the billion-hryvnia successes of companies in Fedorov's circle. Journalists verified not only procurement records but also court documents confirming the existence of criminal proceedings against these entities.
Investigation into the construction of school shelters
The Main Department of Detectives of the Bureau of Economic Security (BEB) is investigating a case under articles providing for liability for embezzlement on an especially large scale, tax evasion, and document forgery for company registration.
One of the rulings contains contract numbers indicating that the case concerns 11 shelters in schools, with the State Enterprise "Local Roads" acting as the client. Among the facilities are Gymnasium No. 107, School No. 88, "Sich Collegium", "Leader" Lyceum, "Logos", and others. The contractors were LLC "Company Positive", LLC "Melsiti", and LLC "Adonia Company".
Attention was drawn to some of the repairs mentioned in the proceedings in June 2024 due to hidden cost estimates and lack of competition. Investigators believe that officials of the state enterprise, in collusion with contractors, "appropriated budget funds" through false acts of completed work and inflated prices for concrete and rebar. The total amount of damages is approximately UAH 27.6 million. According to the investigation, the money was cashed out through companies with signs of fictitiousness.
One of the official owners of the supplier confessed to investigators that she had re-registered the company in her name "in exchange for a benefit", and handed over the seals and keys to "other participants in the crime". The case also records a 2.4-fold inflation in the rental cost of a crawler crane: the subcontractor rented the crane for UAH 965,000, while the state enterprise was billed UAH 2.35 million. The case is currently at the expert examination stage.
Construction of strongpoints and links with local elites
Another BEB detectives' proceeding concerns the appropriation of property during the construction of strongpoints. It involves LLC "PBK "Akvibud" and LLC "Melsiti", which signed contracts with the Melitopol City State Administration. The investigation established inflated prices for metal posts, "dragon's teeth", and fencing, resulting in damages exceeding UAH 5.4 million.
According to investigation data, both construction firms, as well as suppliers "Morena SK", "Alliance Som", and "Fundament-L", are "controlled by one person". The formal director of "Melsiti" is engaged in selling food and beer, while the head of "Akvibud" provides taxi services.
In January 2026, materials regarding one of the managers were separated into a separate case. Prosecutors changed the qualification from an article on theft to negligence in office. The accused pleaded guilty, fully compensated the damages, and transferred UAH 2 million to the Armed Forces of Ukraine. The court released him from liability due to effective repentance.
NSZU millions and questionable quality medical services
Among the latest investigations is a proceeding by the Main Investigative Department of the National Police under the article on appropriation of funds on an especially large scale. The case involves LLC "Ukrmedgroup", which received UAH 703.22 million from the National Health Service of Ukraine (NSZU) for medical services. The reality of providing these services is currently being established. According to investigation data, approximately UAH 247 million was transferred to the accounts of high-risk companies.
During searches, copies of the head of the OVA's orders for 2024–2025 were seized, indicating that LLC "Ukrmedgroup" and LLC "Lyky+" were deemed critically important for the economy and the livelihood of the population. The investigation gained access to databases to establish the circle of "patients" to whom services were allegedly provided.
"Ukrmedgroup" is registered at the address of "Saint Nicholas Clinics" in Zaporizhzhia. Its founders are the clinic's medical director Kostiantyn Mylytsia and former Zaporizhzhia City Council deputy Mykola Bielyi. According to journalists, Bielyi is Ivan Fedorov's godfather and heads the Zaporizhzhia Oblast Football Federation.
Procurement analysis and company owners
Journalists verified all procurements by clients in Zaporizhzhia Oblast from 2024 to 2026 worth over UAH 1 million. The largest client turned out to be the State Enterprise "Local Roads of Zaporizhzhia Oblast", subordinate to the OVA. Since May 2024, it has been headed by Viktoriia Repashevska, former head of the Melitopol Department of Capital Construction and former Fedorov adviser. The lion's share of this enterprise's contracts was received by the companies mentioned above.
LLC "BC Kalmius" was established in March 2025; the owner and manager is Danylo Sandirev. Three days after registration, the firm became a subcontractor of "Company Positive", allowing it to obtain its first contracts worth over half a billion hryvnia. Currently, the company's active contracts total UAH 5.6 billion — the largest amount in the region.
LLC "Company Positive" belongs to Maksym Haida; previously, it was owned by Mykola Bielyi. This firm is included in the AMCU blacklist for tender collusion and has won UAH 1.13 billion in tenders.
LLC "Melsiti" belongs to Volodymyr Novoseliev. Bihus.info journalists established that this firm, together with "Akvibud", purchased building materials from "Fundament-L", which belongs to former Melitopol deputy Serhiy Bilovol. Ivan Fedorov and Serhiy Bilovol simultaneously ran for the Melitopol City Council from the BPP. Fedorov told Bihus.info that he is acquainted with Bilovol but denied that contracts were obtained thanks to these connections. "Melsiti"'s active contracts total UAH 1.74 billion.
