Five servicemen of the district Territorial Centre for Recruitment and Social Support (TCC and SS) in Bukovina and one law enforcement officer are suspected of torture, unlawful detention of military-liable persons, and receiving undue advantage. This was announced by the Office of the Prosecutor General.

Four episodes of violations over three months

According to investigation data, four cases of probable offences committed during mobilisation measures were documented between July and September 2026. Among the defendants are the head of one of the departments of the district TCC and SS, four servicemen of this unit, and a law enforcement officer.

Violence and extortion of funds

The first incident occurred in July in the village of Mamyivtsi in Chernivtsi Oblast. According to the investigation, servicemen beat a man who tried to get out of a car, then forcibly took him to the TCC and held him there for further mobilisation.

On 16 September, two separate cases were recorded in Chernivtsi. In the first episode, a serviceman received 5,500 euros for allowing a man who was wanted for violating military registration rules to avoid mobilisation. The funds were handed over by the military-liable man's mother, after which the man was released.

In the second case on the same day, servicemen used tear gas against a man who refused to present documents. He was then forcibly taken to the TCC, resulting in minor bodily injuries.

Weapon threats against a father of three children

The fourth episode is dated 30 September 2026 in Chernivtsi. The investigation established that servicemen detained a father of three children who had a legal right to a deferment from mobilisation. During transport, he was threatened with a pistol and struck in the torso at least four times. Despite having a legal deferment, measures for forced mobilisation continued to be applied to the man.

Charges and preventive measures

On 21 October, under the procedural supervision of the Chernivtsi Specialised Prosecutor's Office in the Sphere of Defence of the Western Region, six individuals were notified of suspicion. At the prosecutors' request, the court selected preventive measures in the form of detention for five of the suspects, with two of them being held in custody without the right to bail. Another defendant was placed under house arrest.

In addition, the head of the department of the district TCC and SS was suspended from performing official duties. The pre-trial investigation is being conducted by officers of the State Bureau of Investigations. Currently, law enforcement agencies are establishing other possible episodes of illegal activity and verifying the involvement of other persons.

In accordance with Article 62 of the Constitution of Ukraine, a person is considered innocent until their guilt is proven by a guilty verdict of a court.
