Budget loss risk exceeds one billion hryvnias
Economist Oleksiy Kuts commented on the corruption scandal linked to the Stynava oil field. According to him, the actions (or inaction) of the Ministry of Economy pose a threat to the state budget.
«Дуже цікавий пост Бориса Кушнірука, – написав експерт на своїй сторінці у Facebook. – Він пише про ризик потенційних втрат для держави на суму понад мільярд гривень внаслідок дуже дивних дій/бездіяльності Мінекономіки. Нова публікація економіста Бориса Кушнірука про Стинавське родовище — це вже не просто історія про конфлікт навколо спецдозволів» (“Very interesting post by Borys Kushniruk, – the expert wrote on his Facebook page. – He writes about the risk of potential losses for the state amounting to over one billion hryvnias as a result of very strange actions/inaction by the Ministry of Economy. Economist Borys Kushniruk’s new publication on the Stynava field is no longer just a story about a conflict over special permits”).
Kuts added that this concerns the state’s reaction to the threat of significant budget losses. «За наведеними автором оцінками, зменшення площі аукціонної ділянки може скоротити стартову ціну на 35–40%, а потенційні втрати бюджету перевищити мільярд гривень» (“According to the estimates provided by the author, reducing the area of the auction plot could lower the starting price by 35–40%, while potential budget losses could exceed one billion hryvnias”).
Bureaucratic inaction instead of protecting interests
The economist noted that the state enterprise Ukrnafta twice unsuccessfully attempted to initiate an open auction. Meanwhile, State Geology leaves applications unprocessed, citing a special permit for the company Pari Naftogaz, which is linked to the family of Mykola Zlochevskyi.
«СБУ звертається до Мінекономіки щодо службової перевірки. Міністерство Олександра Кравченка повідомляє, що питання не належить до його компетенції, та пересилає звернення Держгеонадрам. У підсумку мільярдні ризики нікуди не зникають, а державна машина зосереджується на процедурному листуванні» (“The SBU addresses the Ministry of Economy regarding an official inspection. Minister Oleksandr Kravchenko’s ministry states that the issue does not fall within its competence and forwards the appeal to State Geology. As a result, billion-level risks do not disappear, and the state machine focuses on procedural correspondence”).
Demands on the government
Oleksiy Kuts posed a number of questions to the Cabinet of Ministers: whether anyone is assessing the possible financial consequences of this situation and whether the government calculated how much the budget might fail to receive due to the reduction in auction area.
«І чому досі немає публічної відповіді, як держава збирається забезпечити прозору конкуренцію? На тлі потреб оборонного бюджету така управлінська пасивність потребує пояснень. Мільярд гривень — не та сума, щодо якої достатньо відповісти "не наша компетенція"» (“And why is there still no public answer on how the state intends to ensure transparent competition? Against the backdrop of the needs of the defence budget, such managerial passivity requires explanations. One billion hryvnias is not an amount for which it is enough to answer 'not our competence'”).
