New Delhi rejects visa-free regime for organised groups of tourists from Russia

The diplomatic process between Russia and India aimed at establishing a visa-free regime for organised tourist groups has reached a dead end. Despite public calls by Kremlin leader Vladimir Putin to reach an agreement, the parties have officially suspended work on the deal.

Official suspension of negotiations

On 31 October, it became known that years of consultations between Moscow and New Delhi had concluded without result. Head of the Consular Department of the Russian Foreign Ministry, Oleksiy Klimov, stated that the preparation of the relevant document had been suspended.

According to the diplomat, reaching an agreement proved difficult, as India had previously not signed international agreements providing for visa-free travel for organised groups of citizens.

History of attempts to simplify the visa regime

The issue of simplifying visa procedures was raised as early as 2019, when Vladimir Putin discussed it with then Indian Prime Minister Narendra Modi. Following the start of the full-scale invasion of Ukraine and the increase in Indian purchases of Russian oil, as well as against the backdrop of Western visa restrictions for Russian citizens, the Russian president publicly asked the Indian leader to completely abolish visas.

In 2023, the Russian Ministry of Economic Development proposed that the Indian side introduce a visa-free regime by analogy with China and Iran. Then-head of the ministry Maxim Reshetnikov stated that the relevant proposals were being discussed through diplomatic channels. However, these initiatives did not lead to the signing of an agreement.
