President discusses mechanism for temporary borrowing of weapons
On 31 October in Istanbul, during a meeting with Ukrainian journalists, Volodymyr Zelensky spoke about the strategy for accelerating the supply of air defence systems. The head of state explained that Kyiv is in negotiations with international partners regarding the possibility of obtaining 10-30 missiles for Patriot systems on the condition of future return.
This approach is intended to allow Ukraine to avoid waiting a long time for a full-scale delivery from the United States, by utilising the existing reserves of its allies.
Terms of the deal and guarantees
The President described the logic of this operation in detail, highlighting precedents of similar cooperation during the current war.
«Кілька разів впродовж цієї війни, ми виконували, і під час різних діалогів спрацьовувала ця операція, коли ти міняєшся чергами. Я спробую це зробити з деякими партнерами. Той пакет – 500 ракет, а ми можемо десь у когось взяти 10, 20, 30 підписати відповідні гарантії й договори, що потім із того американського пакета ми будемо повертати з якимись відсотками або може без відсотків » (Several times during this war, we have done this, and during various dialogues this operation worked, when you exchange rounds. I will try to do this with some partners. That package is 500 missiles, and we can take 10, 20, 30 somewhere from someone, sign the relevant guarantees and contracts, that later from that American package we will return with some interest or maybe without interest), – noted Zelensky.
Funding and logistical challenges
Meanwhile, official Kyiv expects to involve mainly European countries in financing the purchase of 500 missiles, the sale of which was approved by Washington.
Zelensky emphasised that the supply of American missiles is calculated for several years due to the specifics of production processes. In addition, the US transfers weapons from its stockpiles quite slowly. According to the President, such rates are insufficient to ensure an adequate level of protection for Ukrainian territories. The situation is further complicated by the conflict in the Middle East, which affects the overall distribution of military aid among allies.
