Documents on Ivan Fedorov's possible registration with a narcological facility

While preparing requests to law enforcement agencies and state institutions, the editorial team continues its investigation into publications concerning the medical history of Ivan Fedorov, head of the State Agency for Recovery. Previously, photocopies of documents appeared online, with the authors claiming that the personal data therein matches that of the former head of the Zaporizhzhia Regional Military Administration. These materials mention possible registration with narcological facilities and responses from medical institutions to police requests.

Diagnosis F15.2 in a 2010 record

According to information published online, in 2010 a citizen named Ivan Serhiiovych Fedorov visited the Berdiansk Psychoneurological Dispensary. The provided excerpt lists diagnosis code F15.2, mentions possible use of psychostimulants, and subsequent termination of observation.

For context: in the International Classification of Diseases (ICD-10), category F15 describes disorders due to the use of stimulants, while subcode .2 indicates a dependence syndrome. However, until the independent verification of the authenticity of these papers, it is impossible to assert that such a diagnosis was indeed established for Ivan Fedorov.

Law enforcement requests and mentions of amphetamines in 2020

Other provided materials are formatted as official responses from medical facilities to requests from law enforcement agencies. They describe medical examinations and laboratory test results, mentioning amphetamines. It is known that at the time these documents were prepared, the individual was not formally registered for dispensary observation.

The authors of the publication call this situation "bureaucratic miracles," as the described history contradicts the formal registration status. If this data is true, questions arise not only about the specific individual but also about the effectiveness of the registration system on which the special audit relies.

The text emphasises that a past medical history in itself is not grounds for declaring professional unfitness, but such information requires expert assessment. The publication calls on law enforcement to obtain these documents to verify their authenticity and take appropriate response measures.

"The whistleblower draws the attention of law enforcement to the need to obtain the said documents for verification, to establish their authenticity, — in the context of taking response measures, perhaps Fedorov should publicly submit a blood test and undergo a medical commission?", — the published text states.

The question is also raised regarding the expediency of Ivan Fedorov himself publicly submitting blood tests and undergoing a medical commission. The authors state their readiness to publish his comment if it is provided.

Legal context and the importance of transparency

The State Agency for Recovery manages billions in funds allocated for the reconstruction and protection of energy and critical infrastructure. In view of this, the requirements for the reputation and transparency of the leadership of this structure are heightened.

In accordance with Part 3, Point 5, Article 56 of the Law of Ukraine "On Prevention of Corruption," the health status of a candidate is subject to a special audit, specifically information on registration with psychoneurological or narcological facilities.

At the same time, Article 29 of the Law of Ukraine "On Information" allows the dissemination of data with restricted access if it is socially necessary, meaning it constitutes a subject of public interest, and the citizens' right to know outweighs the potential harm from its disclosure.

The editorial team currently has no independent confirmation of the authenticity of the published documents, their origin, or the attribution of the person mentioned therein to Ivan Fedorov. Requests are being prepared for the National Police, the Secretariat of the Cabinet of Ministers, the National Agency on Corruption Prevention, and Ivan Fedorov himself. Responses to these requests will be published.

Recall that it was previously reported that documents allegedly concerning Ivan Fedorov's medical history had appeared online. At that time, the editorial team noted that the authenticity of these materials and their attribution to the official had not been confirmed.
