Special emergency outage schedules (SGAV) have been introduced in the Poltava and Sumy regions. Unlike standard restrictions, this mode involves disconnecting critical infrastructure facilities and may operate without time limits, meaning there may be no electricity around the clock.
What is SGAV and how it differs from regular outages
The regional energy companies Poltavaoblenenergo and Sumyoblenenergo announced the introduction of this mode. As explained by Sumyoblenenergo, SGAV is a set of measures for the rapid unloading of the power grid on a large scale.
«СГАВ, або спец ГАВ, — це комплекс заходів, спрямованих на оперативне розвантаження енергосистеми у значних обсягах. Вони передбачають відключення ліній 35–110 кВ, а також трансформаторів і секцій шин на підстанціях 35–110 кВ. Вводяться або скасовуються за спеціальною командою «Укренерго». Повідомити споживачам точну тривалість відключень при застосуванні ГАВ і СГАВ неможливо», — зазначили в «Сумиобленерго». (SGAV, or special emergency outages, is a set of measures aimed at the rapid unloading of the power grid on a significant scale. They involve disconnecting 35–110 kV lines, as well as transformers and busbar sections at 35–110 kV substations. They are introduced or cancelled by a special command from Ukrenergo. It is impossible to inform consumers of the exact duration of outages when using emergency outages and SGAV.)
Emergency outages are usually introduced after enemy attacks on energy infrastructure. However, SGAV is considered an extreme measure. Unlike standard schedules, critical infrastructure and consumers using imported electricity from Europe are also disconnected here.
The key difference lies in the speed of reaction: SGAV must be launched within three minutes of a command from the Ukrenergo dispatcher, whereas regular emergency outages are given 15 minutes.
Expert comments: why this mode was introduced
Yuriy Korolchuk, an analyst at the Institute of Strategic Studies, explains that standard emergency outages usually last no more than 12 hours, while SGAV can last an unlimited time. «Можуть не вмикати цілодобово», — наголошує експерт. (They may not switch on around the clock, the expert emphasises.)
Oleh Popenko, an energy market expert and head of the Association of Utility Service Consumers, adds: «СГАВ — це коли вимикають усе, що тільки можна, і жодних графіків уже не буде». (SGAV is when everything that can be switched off is switched off, and there will be no schedules anymore.) According to him, significant damage to energy facilities across the country forced the operator to take such extreme measures. To stabilise the system, the operator “switches off” entire regions.
Yuriy Korolchuk notes that the Poltava and Sumy regions have weak local generation, and electricity flows pass through the capital region, creating additional load on the grid. This is what caused the introduction of SGAV in these regions.
Risks for Kyiv and causes of instability
A similar mode was already applied in Kyiv in autumn 2022, when the power grid was on the verge of a systemic blackout. Currently, SGAV has not been introduced in the capital, but Mayor Klitschko speaks of an extremely difficult situation in the city’s power grid.
According to Yuriy Korolchuk, the situation in Kyiv is currently difficult but controlled. SGAV may be introduced in the event of further deterioration, particularly in the case of serious damage to major substations.
The expert names the main cause of the current problems as attempts to balance the system by relying on nuclear power plant units due to a lack of generation at thermal and hydro power plants. «Різко знижувати потужність блоків АЕС енергетики не можуть, бо це може призвести до наслідків: при подальшій спробі підняти потужність 2–3 блоки можуть просто «відвалитися». Тому згладжують споживання, вводячи СГАВ», — пояснив Юрій Корольчук. (Energy operators cannot sharply reduce the power of nuclear plant units, as this can lead to consequences: if they try to raise the power again, two or three units may simply ‘trip off’. Therefore, they smooth out consumption by introducing SGAV, Yuriy Korolchuk explained.)
