The story begins in November 2022, when the country's largest oil producer – "Ukrnafta" – as well as "Ukrtatnafta" and the Kremenchuk Oil Refinery, which previously belonged to Ihor Kolomoyskyi, came under state control. Serhiy Koretskyi was appointed head of both structures.
On 14 December 2022, i.e. 13 days after the change of leadership in the oil sector, LLC "Ukrainian Fuel Standard" (code 45066779) was registered at 67a Vynnychenka Street in Lutsk. The company's main business activity is listed as wholesale trade in fuel.
Olena Pavlivna Moruzhko became the director of the newly established company. A check of genealogy and family ties revealed that she is the full sister of Iryna Pavlivna Koretskyi (née Moruzhko), who is the wife of Serhiy Koretskyi. The second founder is listed as Kateryna Varlamova, who previously worked as an administrator in the WOG gas station chain.
At the start, the company did not have the infrastructure necessary for a major fuel trader: the charter capital was only 30,000 hryvnias, and it had no own oil depots, tank trucks, or network of gas stations.
Despite the lack of material and technical base, the company actively participated in tenders on the Prozorro platform. Data analysis shows the following dynamics of sales to state customers:
In total, the company won approximately 45 tenders, receiving UAH 216 million from the state. This is an impressive figure for an enterprise that was less than a year old at the time of its first wins.
The list of customers includes the country's largest state structures, not just local institutions. Among the largest buyers of fuel from LLC "Ukrainian Fuel Standard":
Particular attention is drawn to the fact that the Kyiv City Prosecutor's Office was among the fuel buyers. This body, which is obliged to investigate conflicts of interest in the field of state procurement, itself became a client of a company linked to the head of the state oil company.
However, the main question remains not who exactly bought the fuel, but what exactly was supplied. The answer to this question is contained in the company's tender documentation, the analysis of which will continue below.
