Allegations of sanctions violations

The former chief executive of a $25bn US gas export project has publicly accused Russian energy giant Novatek of secretly controlling the facility. These revelations have triggered a wave of resignations among the company's leadership, as serious concerns emerged regarding violations of US sanctions regimes, according to the Financial Times.

Context of the Alaskan terminal

Business ties and diplomacy

The initiative was launched with the involvement of investor Gentry Beach, who has ties to the Donald Trump family. According to sources familiar with the negotiations, Beach also participated in high-level talks between Washington and Moscow regarding potential business deals that could contribute to ending Russia's war against Ukraine.

Timeline of events and Novatek's role

Polar LNG was launched in March with a plan to convert a partially built Novatek gas terminal for installation in Alaska. Although the company applied to the US Department of the Treasury's sanctions compliance authorities for permission to negotiate with the Russian group, it had not yet received approval at that time.

Investigation and management response

Joel Riddell, the American chief executive of Polar LNG, told the FT that he discovered Novatek had already funded the project and was effectively managing its operations, despite the lack of necessary permits. Meanwhile, WhatsApp messages allegedly indicate that Novatek head Denis Solovyov discussed funding issues and accelerating the transfer of funds to Polar Train LNG.

Official position and outlook

Polar Train LNG states its commitment to complying with US legislation. The company emphasises that funding was provided by Tech Wave, which has already begun preliminary engineering work with US contractors. The project's future may depend on the Trump administration's policy towards Russia, as the US president has already applied exceptions to sanctions restrictions for Moscow and negotiated with Vladimir Putin on the import of millions of tonnes of Russian diesel fuel.
