Initiative to protect against immediate conscription

Member of Parliament Serhiy Kozyr from the Servant of the People faction has proposed implementing a 90-day deferment mechanism for citizens who returned to Ukraine from occupied territories.

Under current legislation, men who have left territories seized by Russian forces may be mobilised into the army immediately upon their return to the country.

Motivation and details of the proposal

According to Kozyr, this situation is actively exploited by Russian information and psychological operations (IPO).

Therefore, the MP is initiating a 90-day deferment for all men who returned to Ukraine. During this period, they will be able to find employment with a reservation. If this is not possible, they are obliged to report to the territorial centre for recruitment (TCK) to undergo a military medical commission (MMC) for the purpose of mobilisation.
