Former deputy head of the Office of the President Mudra likely implemented a plan discussed during a conversation recorded by the National Anti-Corruption Bureau (NABU). The conversation mentioned the issue of fictitious employment at the Kyiv School of Economics (KSE) to legitimise funds in declarations.
According to the Public Integrity Council, the conversation took place in March. In her reports for July and August, Mudra already indicated receiving fees from KSE amounting to UAH 194,900 for each of these months.
During the recorded conversation, Mudra expressed dissatisfaction to Mykytas about her official salary level in the Office of the President, which was only UAH 50,000. She used the expression that she felt like a "vagrant" («бомжихою»).
The same conversation mentioned former Prime Minister Svyrydenko and the President's Commissioner for Sanctions Issues Vlasuk. Both also declare income from KSE in their declarations, which significantly exceeds their official salaries.
Among those mentioned, Svyrydenko declared the largest amount: UAH 9.09 million in fees from the KSE University for the period from 2023 to July 2026. For comparison, her salary in the Cabinet of Ministers for the same period was UAH 4.44 million.
Vlasuk declared income from KSE amounting to UAH 6.5 million from 2024, while he received UAH 1.18 million in the Office of the President during this period.
Economy Minister Sobolev also regularly declares income from KSE: UAH 4.54 million for 2023–2025, with a salary in the government of UAH 5.02 million.
KSE President Tymofiy Mylovanov, who was a member of the supervisory board of "Ukroboronprom" until November 2025, declared UAH 19.8 million from KSE structures for 2025 alone.
In total, 206 declarants indicated income from KSE structures amounting to a total of UAH 132 million.
