The Asset Management Agency (ARMA) has initiated the selection of a manager to oversee a 49 percent stake in the three-star "Mariot Medical Center" hotel complex located in Truskavets. The nominal value of the asset is over 5.8 million UAH. The owner of the stake is Russian businessman Alexander Vartanyan, who is currently under close scrutiny by law enforcement agencies.

History of seizure and links to Crimea

The decision to seize this stake was made by the court back in August 2023. According to investigation data, Vartanyan conducted business in Crimea. Starting in 2016, Russian armed formations were housed in hotels owned by him. A separate case investigated the issue of financing actions aimed at overthrowing the constitutional order in Ukraine.

Time lag between seizure and competition

More than 14 months have passed between the seizure of the asset and the announcement of the management competition. During this period, the 30-room hotel, which also includes a medical center and a restaurant, continued to operate. The remaining 51 percent of the company remained in the ownership of other co-owners. The efficiency, to put it mildly, is striking.

Ownership structure and impact on decisions

A key feature is the size of the stake itself: 49 percent does not provide full operational control over the facility, but it allows for blocking important corporate decisions that require 75 percent of the votes. The remaining 51 percent belongs to three other co-owners: Oksana Androshchuk, Lesa Konob, and Svitlana Voloshyn.

Thus, the winner of the competition will be a manager who receives not full control over the hotel, but a stake with potentially significant influence on its future. For an independent investor, this may involve complex negotiations with other co-owners, while for participants already involved in the business, such a structure opens up broader opportunities.

Prospects for procedure transparency

At present, the question remains open as to whether the competition will be transparent or whether the manager will be a structure close to the current co-owners. For now, this is only a supposition, however, ARMA has every reason to prove that the procedure will not turn into a formality with a predetermined outcome.
