The Verkhovna Rada Budget Committee has completed its review of the draft state budget for 2027. Following the discussion of 5,236 amendments, the committee recommended that parliament adopt the document in its first reading. This was announced by the committee chair, Roksolana Pidlasa.
Among the key proposals contained in the committee's conclusions is a restriction on payments under the 'National Cashback' programme. MPs propose banning the funding of this initiative from the budget programme designated for supporting production and entrepreneurship. The budget allocates UAH 9.4bn to this programme.
In addition, the government must conduct a separate assessment of the expediency of further allocating state funds to maintain the cashback programme.
The committee also proposed significantly strengthening financial support for the defence-industrial complex (DIC). This involves doubling the size of state guarantees for enterprises in this sector to UAH 60bn. Separately, the recommendations include raising the level of monetary provision for military personnel.
Among other proposed changes is permission to lower starting prices during auctions within the framework of large-scale privatisation. In total, the Budget Committee formulated 88 budget conclusions, which will be considered by parliament.
