The "Christian Corps" association has developed a bill "On International Recruiting to the Defence Forces of Ukraine". The initiative is aimed at forming a unified state mechanism for recruiting foreign volunteers. The document contains proposals for optimising contract processing deadlines, allocating budget funds for recruiting, and expanding social protection for military personnel who have arrived from abroad.
Imbalance between goals and actual performance
According to representatives of the association, current rates of integrating foreigners into the ranks of the Ukrainian army do not meet the strategic objectives set at the state level. The Government's Activity Programme provides for signing a thousand contracts with foreign citizens every month. In summer, the task was also set to ensure that foreigners fill 30 to 50% of infantry and assault positions.
However, actual statistics tell a different story: only about 600 contracts are signed monthly. Meanwhile, thousands of candidates are on the waiting lists of certain military units, awaiting clearance for service.
Among the key obstacles hindering the achievement of these goals are a shortage of staff positions, lengthy candidate vetting procedures, and the lack of targeted funding for international recruiting.
(People from various countries turn to us, for whom defending Ukraine is a matter of faith, conscience, and justice. However, between their desire to join the ranks and an actual contract today stand months of waiting, a lack of staff positions, and the absence of funding. The state has set ambitious goals for recruiting foreigners but has failed to create a system that would allow them to be achieved. Our bill corrects this: everyone who comes to defend Ukraine must be accepted quickly, fairly, and on equal terms with Ukrainian warriors), – noted one of the founders of the Christian Corps, commander of the "Revanche" Tactical Group with the callsign "Dolia".
Mechanism of digital recruiting and funding
The bill proposes creating a single electronic registry that will allow foreign citizens to submit applications for service remotely. The system will function in various languages and provide candidates with the opportunity to independently choose a military unit.
Clear timeframes are established for bureaucratic procedures:
- a decision on admitting a candidate must be made within 10 days;
- a visa will be processed within five working days;
- a contract with a volunteer will be signed no later than 21 days after their arrival in Ukraine.
A separate provision stipulates that foreign volunteers will be recorded outside the general troop strength. If foreign candidates arrive at a military unit, corresponding staff positions for them must be created within 15 days.
One of the main innovations is the introduction of state funding for the recruitment of foreign volunteers. According to the Christian Corps' proposal, the cost of supporting one candidate will be at least 300,000 hryvnia. This amount will be the same for all military formations.
Both military units that independently recruit foreigners and private Ukrainian companies specialising in international recruiting will be able to receive the corresponding funding. For such enterprises, the introduction of a separate type of economic activity with a special NACE code is proposed.
Meanwhile, at least 40% of the designated amount will be paid after six months of the volunteer's service. In the event of their injury or death, the payment can be made earlier.
This refers specifically to funding for recruiting and candidate support, not a one-time payment to the foreign military serviceman.
Social guarantees and migration rights
A separate section of the bill is dedicated to the rights and social protection of volunteers. Before signing a contract, each candidate must receive written information in a language they understand. The documents will specify the terms of service, position, possible risks, and expected payments. The contract itself will also be signed with a translation.
The authors of the initiative propose extending to foreign military personnel the social guarantees provided for Ukrainian defenders. The Christian Corps notes that current legislation contains restrictions on certain types of social security for foreigners.
The document also provides for changes to migration rules. Specifically, a residence permit will remain valid for another 12 months after the completion of military service.
The right to obtain an immigration permit is proposed to be granted to foreigners after six months of service during martial law.
In addition, the bill explicitly prohibits charging candidates for recruiting services.
«Нашим завданням було створити закон, який замінить розрізнені постанови та експерименти єдиною системою міжнародного рекрутингу, яка підходила б для всіх військових формувань. Цей закон дозволить перетворити тисячі людей, які вже готові приїхати в Україну, на реальне поповнення наших підрозділів. Іноземні добровольці вже не раз доводили свою мужність у найважчих боях. А чесні умови та виконані державою обіцянки зроблять їх найкращими посланцями України у своїх країнах» (Our task was to create a law that would replace fragmented decrees and experiments with a unified system of international recruiting suitable for all military formations. This law will allow turning thousands of people who are already ready to come to Ukraine into a real reinforcement of our units. Foreign volunteers have repeatedly proven their courage in the hardest battles. And fair conditions and promises kept by the state will make them the best ambassadors of Ukraine in their countries), – emphasised one of the founders of the Christian Corps, commander of the "Bratstvo" battalion of the GUR of the Ministry of Defence of Ukraine, Oleksiy Seredyuk.
Context of the association's legislative activity
The bill on international recruiting became the third legislative initiative of the Christian Corps. Previously, the association proposed introducing tax preferences for enterprises where veterans make up more than 30% of employees, as well as mechanisms for state financial support of birth rates.
The Corps links its legislative activity with the proposal by President of Ukraine Volodymyr Zelensky to involve military personnel in the codification of veteran legislation and the development of the Veterans' Code.
The Christian Corps unites combat units of the Defence Forces of Ukraine that have declared Christian values as the foundation of their activity. The association includes the "Bratstvo" battalion, the "Stugna" special unit, the "Revanche" Tactical Group, the "Tradition and Order" units, the "Company of Jesus Christ", the "Drone Brotherhood" unit, a unit of Belarusian volunteers, the 6th Special Purpose Detachment within the "Timur Special Unit", and other military formations.
The main civilian partner of the Corps is the "Nadiya" Youth Initiative Charitable Foundation.
Previously, bill No. 15510 was mentioned, which provides for the possibility of signing international voluntary contracts through Ukrainian diplomatic institutions abroad. The initiative concerns citizens of Ukraine, foreigners, and stateless persons.
It is also known about plans to create a single coordination centre for foreign volunteers. The head of the Presidential Office, Kyrylo Budanov, reported on the corresponding initiative. It was envisaged that the new structure would coordinate the process of recruiting foreigners, their training, and their service.
