Restrictions on third-party access
The Cabinet of Ministers of Ukraine has approved amendments to the rules for using civil protection shelters in educational institutions. Under the new requirements, access to shelters in children's facilities is completely prohibited for third-party citizens during the educational process. Shelters in preschool educational institutions are intended exclusively for pupils and staff of the institution.
Conditions for schools
The situation in school facilities is different. Primarily, shelters will be used by students and teaching staff. At the same time, other residents of the community may enter the shelter only if permission is granted by the relevant local executive authority or local self-government body.
To allow shared use of a shelter, it must meet a number of criteria. In particular, the premises must have sufficient free space for everyone. Zoning of the space is also mandatory: schoolchildren must be in a separate zone, isolated from third-party adults. The management of the institution is obliged to ensure an adequate level of safety for the children.
Publication of information and operation outside lesson hours
The list of schools whose shelters are permitted for use by other citizens will be published on the official websites of educational institutions or their founders. This will allow residents to check the availability of a specific shelter in advance in the event of an air raid alert.
It is important to note that outside the educational process, school shelters remain available to the population in accordance with the current procedure.
Context: financing of protective infrastructure
It was previously reported that over the years of the full-scale war, Kyiv has spent and planned over UAH 9.5 billion on shelters. However, existing protective structures are sufficient for only approximately 54% of the capital's population. Almost UAH 483 million allocated last year for mobile shelters remained unused, and the Kyiv City Council did not support the proposal to allocate another UAH 500 million for their installation. Meanwhile, the city records only four mobile shelters, and disputes between the Kyiv City State Administration and district administrations regarding financing continue.
