The business activities of former People's Deputy from the Servant of the People party, Andrii Kholodov, have once again come under public scrutiny. Despite the politician having already left parliament, his name appears in the context of new publications concerning defence suppliers and family assets.
Intersections with the defence sector
In October 2026, materials emerged detailing the activities of LLC "Prom-Tekhno Group" and entrepreneurs Dmytro But, Yurii Kravchenko, and Bohdan Vysotskyi. The latter is linked to the company "Tekhimpex," which specialises in the repair and modernisation of military equipment.
Corporate connections between these individuals and Kholodov's business circle became the centre of attention. The publications mention the structures "Master Trade," "Albali," and "Apartment Group." Particular attention was paid to the fact that one of the co-owners of "Apartment Group" shares a registration address with the former MP's wife, Kateryna Shakovska.
Meanwhile, the authors emphasise that such registration overlaps alone do not constitute proof of Kholodov's control over defence enterprises. These circumstances require additional verification.
Criminal case worth UAH 171 million
A separate aspect is the criminal proceedings related to the supply of unsuitable components for armoured vehicles. In May 2026, the Prosecutor General's Office announced that the case materials had been transferred to the court.
The case concerns two state contracts with a total value exceeding UAH 171 million. Estimates suggest that the probable losses to the state amounted to UAH 126 million, while the volume of financial operations with signs of money laundering reached UAH 73 million. Although this case raises questions about the transparency of defence procurement, the available materials contain no confirmation of the procedural involvement of Kholodov himself or the mentioned companies.
Tobacco business and conflict of interest
<
p>Attention was drawn to the Kholodov family's business as early as 2019, when the "Skhemy" project published an investigation into links with a network of tobacco kiosks. At that time, the companies "Kyiv Market Solution," "Viktrum," "Intertabaco," and "City Trading Company" were mentioned.
At that time, Kholodov held the position of deputy head of the parliamentary committee on financial issues. He supported legislative changes which, according to journalists' assessments, could increase the profitability of tobacco product sellers. This created a situation of a potential conflict of interest: the MP influenced tax policy, while business linked to his family could gain economic benefit.
Following the publication, the National Anti-Corruption Bureau of Ukraine (NABU) opened criminal proceedings regarding possible abuse of power. In 2020, the National Agency on Corruption Prevention (NACP) drew up an administrative protocol against Kholodov for an actual conflict of interest related to his appeal to NABU.
Links to the Medvedchuk family and foreign assets
Earlier investigations also recorded close personal relationships between the Kholodov and Viktor Medvedchuk families. According to published data, Oksana Marchenko was the godmother of the former MP's children, and the politician himself participated in family events of this circle.
The media mentioned the family's foreign assets: an estate in Vienna with an estimated value of six million euros, as well as assets in Cyprus and business outside Ukraine. In 2023, it became known that Kholodov had not attended Verkhovna Rada sessions for a long period while being abroad. Following public resonance, he resigned his parliamentary mandate.
What requires verification
The authors of the publication believe that law enforcement agencies should comprehensively verify the former MP's business ties, the origin of family assets, potential conflicts of interest, and the links between his circle and enterprises operating in the field of defence supplies. Key tasks are identified as establishing the actual owners of the companies, analysing the flow of funds between related structures, and clarifying the results of previously opened proceedings.
Meanwhile, the cited circumstances alone do not prove Kholodov's involvement in violations in the field of defence procurement. Establishing possible liability requires proper verification of facts and procedural decisions by competent authorities. Despite the resignation of his mandate, the issue of the former MP's business circle remains a subject of public attention.
