Investigation into 776 million UAH grain theft from DPZKU concluded

The Specialised Anti-Corruption Prosecutor's Office (SAP) and the National Anti-Corruption Bureau (NABU) have completed the pre-trial investigation in the criminal case concerning the misappropriation of grain from the State Food and Grain Corporation of Ukraine (DPZKU). This was announced on 29 October.

Losses to the state company

According to the investigation, the state company lost 105,000 tonnes of grain. The value of this volume at the time of the crime was approximately 776 million hryvnia, exceeding 28.8 million US dollars.

SAP noted that, at the prosecutor's request, NABU detectives opened the materials of the criminal case to the defence for review.

How the theft scheme operated

The investigation's version concerns events from 2021. At that time, former head of JSC "State Food and Grain Corporation of Ukraine" Andrii Vlasenko and businessman Roman Tereshchenko organised a scheme to misappropriate grain. The head of one of the corporation's departments and two trusted individuals were also involved in its implementation, each having a defined role.

DPZKU management concluded four contracts with a foreign company for the supply of feed corn. Under these agreements, the state corporation shipped over 100,000 metric tonnes of product.

After the grain was shipped, the participants of the scheme, according to SAP, forged documents that were supposed to confirm the right to dispose of the goods. The department head kept the fake papers in his personal safe, while the originals were held by other figures in the case.

This, investigators claim, allowed the group members to dispose of the grain and sell it to end buyers abroad, specifically in Iran, Turkey and Egypt. Meanwhile, no funds for the product were received by the state company.

Money laundering and procedural steps

SAP also reported that the money obtained from the sale of the grain was laundered by the scheme participants through numerous bank transfers. According to the investigation, this was done to mix the illegally obtained funds with legitimate income.

The criminal case has been qualified under Part 5 of Article 191, Part 3 of Article 209 and Part 3 of Article 358 of the Criminal Code of Ukraine.

In September, the High Anti-Corruption Court extended the pre-trial investigation deadline in the case against Andrii Vlasenko and Roman Tereshchenko until 1 January 2027. They are suspected of co-organising the misappropriation of grain from the state corporation worth approximately 776 million hryvnia.

Previously, the High Anti-Corruption Court placed former DPZKU board chairman Andrii Vlasenko under bail in absentia.
