480 sqm house and luxury cars: what is known about the assets of Klychko's deputy Andronov

Vladyslav Andronov, Deputy Head of the Kyiv City State Administration, has come under scrutiny regarding the origin of funds and the legality of acquiring assets used by his family. On 1 November 2026, calls appeared online urging law enforcement agencies to verify this data. The focus is on a luxury car fleet, including a Porsche Cayenne and a Tesla Model S, as well as a 480-square-metre country house in the village of Plyuty.

What is declared in official documents

A review of data from Andronov's 2025 declaration (amended version dated 30 April 2026) confirmed the presence of assets mentioned in public discussions. According to the documents, the official owner of apartments of 160.5 and 86.2 sqm, a 100.1 sqm house, a 1,997 sqm land plot in Plyuty, as well as Mercedes-Benz ML350, Porsche Cayenne, and Tesla Model S cars, is Tetyana Andronova.

The official himself declares only the right to use this property. The "Obiantsi" portal states that the couple allegedly divorced in February 2020. However, the dates of acquiring ownership rights to the assets listed in the declaration range from 2001 to 2019, i.e., the period of their cohabitation. Whether this real estate and transport were considered joint property of the couple and whether its division was carried out after the divorce is currently unknown.

Construction in Plyuty and financial indicators

A separate item is an unfinished 480 sqm house in the village of Plyuty. The declaration notes that its construction is fully or partially financed by Andronov himself or members of his family on his ex-wife's land. Ownership rights to this structure have not been registered, and the cost of construction and expenditure details are absent from the document. The question of funding sources remains open.

The official's own transport is significantly more modest: a Toyota Land Cruiser 200 (market value of USD 25,000–30,000) and a VW Jetta (approx. USD 15,000). Among valuables, an IWC watch made of white gold is listed.

Financial indicators for 2025 are as follows:

  • Salary at KMDA: UAH 1,920,287.
  • Cash: USD 108,000, EUR 110,000, GBP 2,800, and UAH 800,000.
  • Funds in accounts: approx. UAH 1.7 million and USD 34,800.
  • Loan: UAH 5.995 million, received from LLC "Investytsiyni Resursy" (according to media data, the loan was provided as early as 2022).

It is worth noting that until 2017, Andronov held the position of Deputy General Director of LLC "KUA 'Investytsiyni Resursy'" for over ten years. This company's licence was annulled in 2015.

Criminal proceedings regarding privatisation

On 20 October 2026, information emerged that the National Police allegedly agreed with the prosecutor on the suspicion against Andronov. As of 1 November 2026, no official announcements regarding the delivery of suspicion have been published, so this data requires confirmation.

It is known that the Solomianske Police Department is investigating criminal proceedings No. 42026102090000043 dated 3 April 2026 under Article 367 of the Criminal Code of Ukraine (negligence in office). This concerns the sale of 10 communal real estate objects with an estimated value of over UAH 64.8 million. According to the investigation's version, the objects were listed on "Prozorro.Prodazhi" at an outdated book value, and the auctions were held with only one participant.

It is currently unknown whether Vladyslav Andronov is involved in this case, but he has been responsible for managing communal property and privatisation at KMDA since June 2022, in accordance with the mayor's order No. 286. In addition, Andronov heads the supervisory board of "Kyivmiskbud", and since April 2025, according to sources, has unofficially overseen land issues.

Calculations show that as a Kyiv City Council deputy from "UDAR", Andronov supported 11 out of 15 decisions from 2023–2024 that received the unofficial name "toilet schemes".

The possession of property in use or possible involvement in criminal proceedings is not proof of an offence; guilt can only be established by a court. KMDA previously called criminal proceedings against its officials pressure on local self-government. The editorial team is ready to publish a comment from Vladyslav Andronov.
