From 1 November 2026, the rules for the mobilisation of women in Ukraine remain unchanged. Compulsory conscription of Ukrainian women is not provided for, however, women with medical and pharmaceutical education must be on military registration.
On 25 August, representatives of the Verkhovna Rada Committee on National Security, Defence and Intelligence officially stated that no bills or internal discussions envisaging the introduction of compulsory mobilisation of women are currently being considered.
In accordance with the Law of Ukraine "On Military Duty and Military Service", during the period of martial law, Ukrainian women have the right to join the Defence Forces exclusively on a voluntary basis.
Military registration is mandatory for women who have obtained higher education in the field of medicine or pharmacy and meet the age and health criteria for service. This rule applies to doctors, nurses and pharmacists.
It is important to distinguish between concepts: having a military registration document does not provide grounds for compulsory mobilisation. For representatives of other professions related to military registration specialties, registration remains voluntary.
In 2025, the government approved a mechanism for the automatic registration of women with the specified educational qualifications. This means that the relevant data can be entered into the database without the need for the citizen's personal presence at the Territorial Centre for Recruitment and Social Support (TCC).
Military registration and mobilisation are different legal procedures. Being on the register entails fulfilling certain obligations, in particular the regular updating of personal data, but does not entail automatic deployment for service.
Even women with medical education, who are formally liable for military service, can be sent to the army only with their own consent. Thus, from the beginning of November 2026, no new restrictions or rules for the compulsory mobilisation of women have been introduced. Only military registration for the categories of citizens established by law remains mandatory.
Similar information is confirmed by official clarifications from the Ministry of Defence of Ukraine and the Defence Forces portal. The department emphasises: mandatory military registration for women with medical and pharmaceutical education is not grounds for compulsory conscription.
It is also worth noting that in Ukraine, citizens liable for military service can be summoned to the TCC not only in person but also through registered letters. Refusal to receive such correspondence or the absence of the addressee at their place of residence under certain conditions does not exempt them from the obligation to appear at the centre. However, the legality of imposing fines in such cases depends on compliance with the established notification procedures.
