Ukraine launches automatic lifting of account freezes for debtors after repayment

On 24 October, Ukraine recorded the first case of the automatic lifting of a freeze on a citizen's bank accounts. This occurred after the individual fully settled their debt, and the enforcement proceedings system automatically removed them from the Unified Register of Debtors. This was announced by Deputy Minister of Justice Andrii Haychenko.

According to the official, as of the time the information was released, the system had already performed 2,656 similar operations.

Mechanism for automatic release from freezes

The new algorithm applies to enforcement proceedings where the amount of recovery does not exceed ten minimum wages. When a debtor fully settles the debt, the system itself transmits the data to banks. Citizens no longer need to personally apply to the enforcement officer to have restrictions lifted.

An important condition is the full payment of all amounts stipulated by the proceedings, including the enforcement fee and other costs defined by legislation.

Changes in the protection of property rights

In addition to the automation of lifting freezes, the rules regarding the protection of a sole residence have been changed. The value threshold for a sole residence, which under the general rule cannot be subject to enforcement, has been raised from 20 to 50 minimum wages.

These provisions are contained in Law No. 4833-IX, which came into force on 23 October 2026. The goal of the reforms is to simplify enforcement proceedings procedures and strengthen the protection of citizens' property rights.
