Anti-Corruption Bureau intervenes in long-standing conflict

The National Anti-Corruption Bureau of Ukraine (NABU) has initiated an investigation into potential corrupt abuses by officials of the Office of the Prosecutor General, the State Bureau of Investigations, and the Agency for the Recovery and Management of Assets (ARMA). The focus is on the criminal proceedings against businessman Igor Kushnaryov, which began in 2014. Despite the fact that assets belonging to structures linked to the entrepreneur remain under seizure, Kushnaryov himself has not been notified of suspicion throughout this entire period.

Appeal to NABU and extortion allegations

On 8 October, NABU representatives confirmed that the businessman's statement regarding possible extortion of funds had been attached to a separate criminal case opened on 23 January 2026. According to Igor Kushnaryov, money was demanded from him to "resolve the issue" concerning the seized real estate.

In November 2025, the entrepreneur appealed to the anti-corruption body with a statement about an attempt to extort 240,000 US dollars through an intermediary. Later, he added to the materials information about the probable extortion of funds in cryptocurrency by an ARMA representative.

History of asset acquisition and prosecution's position

The beginning of the conflict is linked to real estate that Kushnaryov's structures purchased in 2012–2013 from the ex-wife of former Interior Minister Vitaliy Zakharchenko. The prosecution believes that the deals may have had a formal character, and that actual control over the assets may have remained with the previous owner. The investigation also assumes a possible link between the businessman and Zakharchenko's schemes.

Kushnaryov denies these claims. He emphasises that the real estate was acquired legally and that all financial settlements were made through bank accounts.

Procedural contradictions and witness status

One of the key episodes of the case dates back to 2019. On 30 January of that year, the Pechersk District Court of Kyiv cancelled the seizure of real estate belonging to one of the businessman's funds. However, on 7 February, following a renewed motion by the investigation, the same court again imposed a seizure on the assets.

According to the official response from the Office of the Prosecutor General dated 9 December 2025, the criminal proceedings have not yet been concluded with a verdict. Kushnaryov has not been notified of suspicion, so his procedural status remains that of a witness. His defenders characterise the current situation as an example of prolonged procedural pressure and have repeatedly demanded that law enforcement agencies clearly define the legal status of the seized assets.

Issues with asset transfer to ARMA

Additional questions have arisen regarding the mechanism of asset management. It has come to light that the court order for the transfer of one of the Kyiv buildings to ARMA's management reached the agency back in 2021. However, the actual transfer of the real estate has not taken place. These circumstances were confirmed in ARMA's response to a lawyer's request dated 6 October 2026.

Currently, NABU's task is to verify reports of possible corrupt actions by officials involved in this case, specifically to establish the circumstances of the probable extortion of money for resolving issues related to the seized assets.
