Politician admits breaking the law
Norwegian MP Peter Frølich detailed events from 2023 in his book «Om krigen kommer» («If War Comes»), when he deliberately violated export regulations to transfer drones to Ukraine. The politician emphasised that he does not regret this action, as his goal was to ensure defenders were equipped as quickly as possible with gear that could help save lives. At the same time, Frølich noted that he does not encourage other citizens to ignore the law.
Customs held cargo due to outdated norms
According to the Swedish publication Aftonbladet, in 2023 the MP, together with the volunteer organisation Fritt Ukraina («Free Ukraine»), attempted to deliver drones equipped with thermal cameras to Ukrainian troops. However, Norwegian customs detained the cargo, citing export restrictions that had been in force since the 1950s. These regulatory provisions did not account for Ukraine's modern needs.
After the equipment was detained, Frølich appealed to the Norwegian government to urgently resolve the issue. He stressed that every day of delay could cost the lives of Ukrainian defenders. Failing to receive a prompt decision from the authorities, the MP and volunteers decided to transport the drones to Ukraine despite the existing ban.
Authorities changed rules after incident
As reported by Aftonbladet, the drones were successfully delivered to Ukrainian troops. The day after the cargo was sent, the Norwegian government announced its intention to regulate the export of such equipment. Subsequently, the authorities amended the relevant rules, allowing Norwegian citizens to legally transfer civilian drones to Ukraine. Following these changes, volunteer organisations gained the ability to legally supply drones without the need to circumvent previous export restrictions.
