Conclusion of investigative actions in high-profile case

The National Anti-Corruption Bureau of Ukraine (NABU), jointly with the Specialised Anti-Corruption Prosecutor's Office (SAP), has concluded the investigation into a criminal case concerning the alleged misuse of budget funds. The amount of the embezzlement is UAH 254 million. The funds were allocated for the purchase of 5,100 unmanned aerial vehicles for the needs of the Defence Forces of Ukraine in 2023.

Who is involved in the case

According to investigation data, five individuals are involved in the case. Among them are two representatives of the state sector: Volodymyr Mokrenko, head of the support department of the State Special Communications Service, and another official of the service, Vadym Borsuk. Three entrepreneurs are also among the suspects: Yuri Volian, Serhiy Horbatiuk, and Liubomyra Kozhushko.

Mechanism of fraud according to law enforcement

According to law enforcement, the procurement of DJI and Autel brand drones was carried out through a network of three affiliated companies. The prices for the equipment were inflated by 60–90%. The competitive process during the tenders, investigators claim, was purely formal in nature: controlled firms were used to imitate competition.

Asset seizure and fund transfer

Law enforcement agencies believe that part of the funds received was transferred outside Ukraine. As part of the criminal proceedings, security measures have been taken: assets totalling over US$4 million have been frozen in foreign bank accounts, as well as UAH 17 million within Ukraine.

It is important to note that the circumstances described are the version of the investigation. The guilt of the suspects has not been established and must be proven in court in accordance with current legislation.
