On 12 August 2026, an indictment was submitted to the court in the case concerning road surface repairs in Dnipropetrovsk region. According to the investigation, from March to October 2022, the Dnipropetrovsk Regional State Administration (RDA) allocated UAH 2.31 billion to contractors for road works. Of this amount, UAH 1.5 billion, accounting for 65% of the total volume, was received by a single company — Budinvest Engineering LLC.

Who controlled the contractor

In spring 2021, 49% each of the company was owned by Dnipro entrepreneur Pavlo Chukhno and fitness trainer Yana Khlyant. Journalists point to the latter's closeness to then-RDA head Valentin Reznichenko.

Pavlo Chukhno is known as the vice-president of the basketball club Prometey, which he founded in 2018 together with Volodymyr Dubynskyi. The publication Skhemy describes Chukhno as Dubynskyi's business partner, while Forbes calls him a "manager and partner" of the Dubynskyi brothers.

Volodymyr and Leonid Dubynskyi are wanted by the Federal Bureau of Investigation (FBI). On 14 September 2012, a federal court in Sacramento issued arrest warrants for them on charges of mail fraud. According to US law enforcement, the brothers involved relatives and acquaintances as straw buyers of real estate in California. However, the court has not established their guilt, and as Ukrainian citizens they are not subject to extradition.

Investigation timeline

  • 9 November 2022: One week after the Special Anti-Corruption Prosecutor's Office (SAP) opened the case, Yana Khlyant exited the ownership structure of Budinvest Engineering, with Pavlo Chukhno becoming the main owner, Censor.NET reported.
  • 26 December 2022: The National Anti-Corruption Bureau of Ukraine (NABU) conducted searches, including at the company's office and Chukhno's office, Skhemy reported.
  • 12 September 2024: The SAP notified five individuals of suspicion, including the company's director. According to the investigation, road repairs were documented as "maintenance," costs were inflated to UAH 1.5 billion, and the contractor overcharged for building materials.
  • 12 August 2026: An indictment was sent to court regarding Reznichenko, his deputy, the head of the roads department, and the head of the business entity. The investigation estimates the amount of misappropriated funds at over UAH 392 million.

Currently, there is no public data on Pavlo Chukhno himself being notified of suspicion; his procedural status in this specific case remains unknown.

Current ownership and other cases

According to the state register, 100% of Budinvest Engineering LLC is currently owned by Lithuanian citizen Laurynas Gramba, and the company's director is Kyrylo Skliar. Details of the sale of Chukhno's share and its value are not visible from open data.

Olena Chukhno, whom media identify as a relative of Pavlo, was previously a co-owner of asphalt concrete plants that supplied materials to Budinvest.

Separately from this case, Leonid Dubynskyi was detained by the NABU in January 2025 in a criminal proceeding concerning UAH 129 million allocated for the construction of a water pipeline in Kamianske district. In October 2026, this case was also sent to court.

Pavlo Chukhno refused to comment to Skhemy on the company's finances and his ties with Dubynskyi.

All individuals mentioned are considered innocent until their guilt is proven by a court. Skhemy notes that it is ready to give the floor to each of them.
