Inflated prices for water utility equipment

According to the investigation results, at the end of last year, "Kyivvodokanal" procured nine diesel generators for a total amount of UAH 243.41 million. The technical specifications for them, according to the investigation, "have certain discriminatory features with respect to other manufacturers". Three additional agreements worth UAH 58.85 million were concluded to ensure the operation of this equipment. The investigation's version indicates that the supply of this equipment was carried out at prices inflated by 20–30%.

The contractor was Enerzhigroup LLC. Investigators established that an "unlawful mechanism" operated between the water utility and the company, aimed at embezzling budget funds. Initially, the company was awarded 18 direct agreements for the design of backup power supply worth UAH 9.46 million, followed by seven subcontracts for construction totalling UAH 320.69 million. In these tenders, "Enerzhigroup" was the sole participant, which, according to the investigation, indicates prior collusion and the "artificial creation of anti-competitive actions".

Links with energy sector leadership

Enerzhigroup LLC was registered in Dnipro at the end of 2015 under the name "Best Production". In the spring of 2016, the company changed its name, relocated to Kharkiv, and its owner and director became Maksym Desiatkov. According to the "Prozorro" system, there are currently 57 contracts between "Kyivvodokanal" and "Enerzhigroup" totalling UAH 599.64 million, making the water utility the largest client of this company.

Maksym Desiatkov also manages and co-owns Estate Energy LLC together with Iryna Harmash. Iryna Harmash is the wife of Andrii Harmash, who previously headed the Kharkiv Metro Municipal Enterprise and has held a senior position in the construction department of the Kharkiv City Council since 2024.

Until September of this year, a co-founder of Estate Energy was Viktoriia Belotska, the wife of Oleksii Belotskyi. In August 2026, Oleksii Belotskyi was appointed acting general director of the state company "Ukrainski Rozpodilchi Mrezhi" (URM). Prior to this, he worked as the director of the capital construction department of the Kharkiv Regional State Administration, an advisor to the Kharkiv Regional Military Administration on infrastructure development issues, head of the economics and finance division of JSC "Ukrainski Rozpodilni Mrezhi", and an advisor to the minister. From November 2023 to July 2026, Belotskyi held the position of deputy general director of JSC "Ukrainski Enerhetychni Mashyny".

Scale of operations and intersecting interests

The assets of Enerzhigroup LLC include subcontracts with a total value of UAH 3.94 billion. Of this amount, UAH 2.13 billion is allocated to eight regional power companies, seven of which are part of the state group JSC "Ukrainski Rozpodilchi Mrezhi". According to the investigation, the company plans to supply Schneider Electric converters of Chinese origin with a price markup of 15–20%.

The offices of Enerzhigroup LLC and JSC "Ukrainski Enerhetychni Mashyny" are located in the same building. "Enerzhigroup" contracts were also seized during searches as part of a separate criminal case concerning the procurement of cogeneration units for the Kharkiv Heat Networks Municipal Enterprise. The firm also featured in the materials of a case regarding the redistribution of the transformer market and is a top contractor for a number of regional power companies.
