Protection strategy: three days of autonomy

The European Commission has published a comprehensive package of recommendations to enhance the resilience of the European Union's population to potential emergencies. The central element of the new strategy is a call for citizens to have everything necessary for independent survival for 72 hours at hand. This period has been identified as the critical timeframe until which state aid is mobilised.

Education and inclusivity in countering risks

In addition to individual actions, Brussels plans systemic changes in societal preparedness. Specifically, programmes to develop skills for behaviour in crisis situations will be implemented in schools and preschools. The main emphasis is placed on forming competencies in children without causing fear or psychological anxiety.

An important aspect of the new policy will be ensuring the inclusivity and accessibility of all preparatory measures. Authorities in individual member states will also receive support from the European Commission in informing the public about existing risks and potential threats.

Annual Preparedness Day from 2027

As part of the implementation of these initiatives, the EU has decided to introduce the tradition of an annual Preparedness Day. The first scheduled event is set for October 2027.

European Commissioner for Equality, Preparedness and Crisis Management Adja Labib emphasised the critical importance of the first hours after a disaster occurs. She stated:

«Коли трапляється катастрофа, перші години можуть мати вирішальне значення. Кожен європеєць повинен знати, що робити, як захистити свою сім’ю та як допомогти іншим. Готовність починається в наших домівках, у наших школах, у наших громадах. Саме тому ми надаємо людям практичні інструменти для підготовки до кризи, одночасно зміцнюючи системи, на які вони покладаються під час надзвичайних ситуацій» (When a disaster strikes, the first hours can be decisive. Every European should know what to do, how to protect their family and how to help others. Preparedness begins in our homes, in our schools, in our communities. That is why we are providing people with practical tools to prepare for a crisis, while simultaneously strengthening the systems they rely on during emergencies).
