Allegations of shielding criminal activity
Volodymyr Tsenov, First Deputy Head of the Strategic Investigations Department of the National Police, is suspected of systematically receiving bribes in cryptocurrency. According to the investigation, he provided criminals with crypto wallet addresses for transferring funds and obstructed the conduct of investigative actions against fraudulent call centres.
The Anti-Corruption Centre "MEZHA" reported on this scheme. According to case materials, case participants Andriy Osipov (known as "Kryminar") and Yehor Levchenko (callsign "Mexican") involved Tsenov in shielding their activities no later than January 2026.
Financial volumes and purpose of funds
A total of 263,000 US dollars was transferred to wallets whose addresses were provided by Tsenov. Of this amount, 49,000 dollars was intended for the Office of the Prosecutor General. A further 47,000 dollars was transferred with the aim of recovering property seized during searches through the courts.
To conceal the trail of payments, the criminals used each crypto address for only one day, after which they liquidated the wallet.
Details from conversations and investigative actions
In a conversation recorded on 11 June 2026, Tsenov discussed the share for the Office of the Prosecutor General. He stated: «Кінь скріни платьожки на ОГП. Вообще смєшно, скоро акти будуть просіть. Кушайтє-кушайтє, потом поговорім - єсть такая пословіца» (Send screenshots of the payments to the OPG. It's generally funny, they will soon ask for the acts. Eat, eat, then we will talk — there is such a service).
In another fragment of the audio recording, he says: «5 прішло. Кидай 42» (5 arrived. Throw 42). According to the investigation, this was how they verified the crypto wallet address before the main transfer.
Osipov sent Tsenov addresses of fraudulent call centres, yet the Strategic Investigations Department, where the suspect works, did not conduct investigative actions there. An incident is known where the participants mixed up the addresses, and a search took place off-plan. After this, Tsenov attempted to secure the return of the seized property, which was being returned through the Pecherskyy District Court of Kyiv.
Status of the suspect and other participants
The court is currently selecting a preventive measure for Volodymyr Tsenov. A prosecutor from the Specialised Anti-Corruption Prosecutor's Office is requesting that he be taken into custody with the right to post bail in the amount of 20 million hryvnia.
The National Anti-Corruption Bureau and the Specialised Anti-Corruption Prosecutor's Office have already notified five participants in Operation "Carthage" of suspicion. Among them are SBU General Serhiy Duka, a criminal search officer from the Kyiv region, Oleksandr Demyanchuk, as well as Vitaliy Rybalka, known in recorded conversations under the pseudonyms "Consultant" and "Boxer".
