A prosecutor from the Specialised Anti-Corruption Prosecutor's Office has disclosed details of the criminal proceedings known as 'Carthage'. According to the prosecution, National Police officer Volodymyr Tsenov provided cover for illegal call centres.
The organisers of the criminal group, Andriy Osipov (callsign 'Kryminal') and a suspect nicknamed 'Mexican', involved the police officer in the scheme no later than January 2026.
According to the investigation, Osipov provided Tsenov with the exact addresses of premises where illegal call centres operated. After receiving this information, the Department of Strategic Investigations of the National Police, subordinate to Tsenov, deliberately refrained from conducting any investigative actions at the specified facilities.
The prosecutor described a specific episode in which law enforcement officers accidentally arrived at an address not linked to the group's activities and conducted a search there. It is noted that afterwards, Tsenov personally took measures to ensure the rapid return of the seized property to the suspects.
It should be emphasised that all the circumstances cited are merely the version of the prosecution. The suspect's guilt must be proven in court.
