Yehor Perelyhin, who served as Deputy Minister of Economy and Environment from July to 20 October 2025, has changed his field of activity. He has joined the team of investment group BGV Group Management, founded by Hennadii Butkevych, co-owner of ATB, Ukraine’s largest retail chain. The new appointment was officially announced on Tuesday in a statement by the investment group.
At BGV Group Management, Perelyhin will take up the position of Deputy CEO and become a member of the board of directors. According to him, his role effectively corresponds to the position of Chief Mining Officer, if one considers the Western equivalent and terminology.
«Фактично це Chief Mining Officer, якщо взяти західний аналог та термінологію. Планів і завдань багато. Серед них – розбудова та розвиток виробництва й бізнесу у секторі критичних мінералів та інших стратегічних матеріалів, розбудова комерційно-ефективної бізнес-моделі, структурування нових інвестиційних та комерційних угод, залучення капіталу в стратегічні проєкти, розгортання та контроль відповідних операційних процесів та втілення в життя дуже амбітної стратегії» (In fact, this is a Chief Mining Officer, if one considers the Western equivalent and terminology. There are many plans and tasks. Among them are the development and growth of production and business in the critical minerals sector and other strategic materials, building a commercially effective business model, structuring new investment and commercial deals, attracting capital to strategic projects, rolling out and controlling relevant operational processes, and implementing a very ambitious strategy), Yehor Perelyhin wrote on Facebook on Tuesday.
He also noted that he is happy to join the team led by Oleksandr Naumyk. According to Perelyhin, this team was among the first in Ukraine to recognise the strategic importance of mining and processing critical minerals. The group has consistently invested resources in geological exploration, laboratory research, processing technology development, project preparation, and resource assessment in accordance with Western standards.
At the Ministry of Economy, Perelyhin was responsible for coordinating and overseeing the work of the Department of Investment Attraction and Cooperation with International Organisations, the Department of Financial Policy and War Risk Insurance, as well as the Subsoil Use Directorate.
Following his dismissal from the position of Deputy Minister, his authority as the authorised representative to the US-Ukraine Investment Fund for Reconstruction (URIF) was transferred to former Prime Minister Yulia Svyrydenko.
Yehor Perelyhin obtained higher education in France (ISEG, ISG) and the US (St. John’s University) and holds an MBA degree. Prior to his appointment to the government, he held executive positions in the banking sector. He also managed the company “Petro-Consulting” (now LLC “European Lithium Ukraine”). In 2021–2025, Perelyhin twice headed the Joint Stock Company “United Mining and Chemical Company” (UMCC), guiding it to the privatisation stage.
In April 2025, he was appointed Deputy Minister of Environmental Protection and Natural Resources. Following the reorganisation and merger of the departments, he became the only deputy to transfer to the position of Deputy Minister of Economy, Environment and Agriculture.
In early October, URIF agreed to create a joint investment platform with BGV Group Management to develop a portfolio of projects in the critical minerals sector in Ukraine. The possibility of investing up to $30 million in individual projects and attracting Ukrainian and international co-investors, financial institutions, and technological, industrial, and strategic partners is envisaged.
According to company data, its investments in the mining industry already exceed $125 million. After 10 years of operation in the sector, BGV Group Management has the largest portfolio of relevant projects in Ukraine across six critical minerals directions, related to graphite, beryllium, zirconium, titanium, molybdenum, and rare earth elements.
The investment group BGV Group Management was founded in 2015. It develops five main areas of activity: mining, energy, development, retail, and an educational and sports direction.
