Vehicle import and sales scheme
Detectives from the Bureau of Economic Security identified an illegal scheme in Kyiv region whereby vehicles formally designated for the needs of the Armed Forces of Ukraine were placed on the market for sale. According to the investigation, the suspects managed to sell 29 cars. During searches, law enforcement officers seized a further 49 vehicles that were being prepared for transfer to buyers.
Methodology of the suspects' activities
According to the investigation results, a father and son were involved in organising this business. They searched for cars on European online platforms, purchased them, and imported them into Ukraine using the infrastructure of charitable foundations. The vehicles were processed as humanitarian aid for the military, which allowed them to avoid paying customs duties when crossing the border.
However, instead of transferring the equipment to the army, the suspects listed it for sale. They sought potential buyers through online marketplaces and groups in messengers. Law enforcement officers confirmed that none of the vehicles imported in this manner were handed over to the Ukrainian military.
Search results and procedural actions
During searches of the suspects' residences and vehicle storage locations, detectives seized 49 cars. Law enforcement officers also found mobile phones containing business correspondence, as well as draft accounting records.
The father and son were charged under Part 2 of Article 201-4 of the Criminal Code of Ukraine — smuggling of excisable goods in a significant amount. The court selected a preventive measure in the form of detention for one of the suspects, allowing for release upon payment of bail in the amount of 1 million hryvnia.
Currently, investigators are continuing to determine the full extent of the damage caused to the state and are verifying the possible involvement of other individuals in this illegal activity.
Participants in operational measures
Operational support was provided by employees of the "Kyiv" Regional Border Crossing Control Point of the State Border Guard Service, the Main Directorate of the SBU in Kyiv and Kyiv region, the State Treasury Service, and the State Customs Service. Procedural supervision was carried out by prosecutors of the Kyiv Regional Prosecutor's Office.
As previously reported, a similar scheme of illegal vehicle sales was uncovered in Ukraine, involving cars imported under the guise of humanitarian aid for the Armed Forces of Ukraine. According to border guards, during 2026 the suspect sold 71 vehicles using three controlled charitable foundations. The organiser was detained while attempting to sell another car.
