Allegations of opaque procurement

The Poltava Regional State Administration has accused the authorities of the Kozelshchyna community of opaque procurement of road works. According to the RDA, since 2018, the settlement council has concluded over 350 direct contracts with four related entrepreneurs for a total amount exceeding 32 million hryvnia.

This was reported during a meeting of the regional administration’s working group.

Splitting up repairs

According to the data provided, in August 2026 alone, local authorities split street repairs into 13 separate contracts, each worth up to 200,000 hryvnia.

All these orders were awarded to a single individual entrepreneur. In total, he has concluded over 180 deals with the community for an amount exceeding 12 million hryvnia.

Criminal proceedings

The RDA’s legal department informs that previous audits and laboratory tests revealed cases of poor-quality and incomplete execution of road works.

In November 2025, criminal proceedings were initiated on these grounds under the article concerning misappropriation or embezzlement of property.

Local authorities’ response

Oleksandr Trotsky, head of the Kozelshchyna community, denied any violations. He stated that contractors pay taxes to the local budget and that the road repairs were carried out to a high standard.

The circumstances of the procurement and the quality of the completed works have become the subject of attention for the regional administration and law enforcement agencies. Conclusions regarding the existence of violations and the liability of specific individuals must be based on the results of the relevant inspections and investigations.
