Vote did not reach quorum
The Odesa City Council did not adopt a decision to establish a moratorium on the distribution of Russian-language cultural products in public space. Adopting such a decision required 33 votes, but only 18 deputies supported the initiative. Another two council members abstained, and 21 deputies did not participate in the vote. Thus, the proposal was rejected.
Details of the draft decision
The author of the draft was Olga Kvasnitska, a deputy from the "Servant of the People" party. The document provided for restrictions on the use of Russian-language music, films, theatrical performances and literary works in places open to the general public. Proposed restrictions for the private sector of the economy would have been of a recommendatory nature.
Positions of discussion participants
The initiative was supported by Anna Nerush, a representative of the Commissioner for the Protection of the State Language. At the same time, the legal department of the city council expressed doubts about the effectiveness of the mechanism, stating that it would not guarantee real compliance with the established restrictions.
Olga Kvasnitska emphasised the need to fill gaps in the current legislation. In her view, it is precisely these deficiencies that hinder the effective regulation of the use of Russian-language cultural content in public places.
