Tax evasion scheme in Lviv region

Investigations in the Lviv region have established that a group of developers uses a scheme whereby cottages, duplexes, and townhouses are sold for cash. These transactions are not reflected in accounting and tax records, which the investigation qualifies as a violation of Part 2 of Article 212 of the Criminal Code of Ukraine. A criminal case has been opened under registration number 72025142400000018.

The evasion mechanism involves documenting only the transfer of a land plot on which a residential building has already been constructed. Buyers, acting with the participation of the seller, register the object as a self-built structure and formalise ownership rights over it. As a result of this procedure, the actual value of the building does not enter official records, and taxes on the sale are not paid.

Involvement of the "Bude Dim" developer association

According to the investigation, real estate is sold under this scheme on behalf of the developer association "Bude Dim". This concerns cottage settlements located in the villages of Derevach (approximately 40 houses), Hodyvytsia (approximately 40 houses), and Pidberiztsi (18 houses).

The company "Bude Dim" publicly positions itself as a developer creating residential complexes in the suburbs of Lviv under the concept of "a house at the price of an apartment". The official website budedim.ua and the investment section mention projects in Derevach (Solonka area), Hodyvytsia (Malechkovychi area), Pidberiztsi (Vynnyky area), and Sokilnyky.

According to public information, the association was founded in 2022. The company actively promotes turnkey houses, rental offers, and investment opportunities. The offers feature houses ranging from 75 to 175 square metres in area, including plots and infrastructure. Investment models provide for an estimated yield of 8–15% per annum in US dollars. The price per square metre in various locations ranges from approximately 1,100 to 1,400 dollars, depending on the state of the infrastructure.

Role of Oles Pishchak and case status

The key public figure and managing partner of "Bude Dim" is Oles Pishchak. Open sources describe him as a co-owner of the developer company, an expert, and the person presenting the enterprise's business model, particularly at meetings of the Union of Ukrainian Entrepreneurs. Pishchak regularly comments on projects, yields, and development plans for the settlements in Derevach, Hodyvytsia, Pidberiztsi, and Sokilnyky.

The absence of the official legal entity "Bude Dim" in open registries as the sole owner of all projects indicates that the association operates through a developer model and direct sales. The investigation records the sale of real estate specifically on behalf of this association, using a scheme involving cash payments and the registration of only land plots.

Currently, there are no public reports of suspicions against specific individuals or companies. The case is at the pre-trial investigation stage.
