Leaders of European Union member states gathered for a meeting in Brussels, which will take place on 15-16 October. President of Ukraine Volodymyr Zelensky joined the summit participants.

Negotiation priorities

Before the start of the main part of the meeting, Volodymyr Zelensky, together with European Commission President Ursula von der Leyen and European Council President António Costa, addressed the press. The head of state emphasised that a key aspect of the discussions is meeting Ukraine's energy needs.

«Насправді головне питання нашого порядку денного – енергетичні потреби. Це питання номер один. І, звичайно, ми хочемо завершити цю війну якомога швидше» (In fact, the main issue on our agenda is energy needs. This is issue number one. And, of course, we want to end this war as soon as possible), Zelensky stressed. He added that at present he does not see any signs from Russia of readiness for a peaceful settlement of the conflict.

Position on security and budget

The President of Ukraine noted that Ukraine needs additional air defence systems. In addition, Zelensky drew attention to the importance of financial support not only in 2026, but also with a view to 2027.

António Costa, commenting on the situation, stressed that current circumstances do not provide for a reduction in the level of aid to Ukraine or a relaxation of sanctions.
