The Higher Anti-Corruption Court (HACC) is considering the selection of a preventive measure for Serhiy Duka, a general of the Security Service of Ukraine (SBU). The hearing is taking place within the framework of the criminal proceedings known as "Carthage". Journalists were unable to attend the session: they waited for the start of the hearings in one of the halls, but the proceedings began in another room, of which the journalists were informed with a delay.

General's role in the criminal network

According to data from the National Anti-Corruption Bureau of Ukraine (NABU) contained in new recordings, Serhiy Duka operated under the pseudonym "Akim". Investigators believe he was part of a criminal organisation. This structure controlled a network of call centres, engaged in the illegal circulation of drugs, and also kidnapped and tortured people on order.

Duka, according to investigators, provided protection from SBU attention. He also passed information to recidivist Andriy Osipov, known by the nickname "Kryminal", about which SBU officers were being appointed to administrative positions.

Illegal clearances and access to data

According to investigators, thanks to the general's interference, the defendants in the case obtained various documents. These included: certificates of unfitness for military service, vehicle passes, SBU service credentials for personal security, and clearances to internal databases.

In particular, the defendants obtained information from the "Safe City" system about people who were subsequently tortured.
