State Migration Service clarifies document requirements for obtaining a foreign passport

Mandatory payment confirmation

Citizens preparing to obtain a foreign passport should note that the standard set of documents includes not only an application and identification data. The State Migration Service of Ukraine (SMS) emphasised the need to provide proof of payment of the administrative fee. In cases where the applicant has a legal right to be exempt from such payment, a document certifying this entitlement should be submitted instead of a payment receipt.

Payment methods and provisions for minors

Payment for the document can be made in several ways: through a bank counter, via a payment terminal, or online. It is important to carefully verify the personal details stated in the payment document to ensure they exactly match the data of the person in whose name the passport is being issued.

Separate rules apply to children. The list of required papers depends on the minor's age. The basic document confirming the fact of birth is a birth certificate or another corresponding document. If the child is under 14 years old, the application for a foreign passport is submitted on their behalf by one of the parents or another legal representative.

Refund procedure

In situations where a citizen has paid the fee but subsequently declined to receive the service, a refund is possible. To do this, one must contact the regional office of the SMS with a written application and confirm the fact of previous payment.

The following documents should be attached to the application:

• the original payment receipt;
• a certified copy of the internal passport of a citizen of Ukraine;
• a certified copy of the taxpayer registration number (TRN);
• a copy of a bank statement with account details for the refund.

According to SMS information, the refund to a bank account is processed within 30 days.

Where to obtain the document

In October 2026, Ukrainians can obtain a new foreign passport or replace an existing one. This service is available at State Migration Service offices, administrative service delivery centres (CNAP), or branches of the "Passport Service" of the state enterprise "Dokument". The cost of the service depends on the urgency of document production.
