Extension of restrictions until 29 January 2027
On 26 October, Head of State Volodymyr Zelensky signed two key laws concerning the security situation in the country. The documents provide for the extension of martial law and general mobilisation for the next 90 days. According to official data, these provisions will enter into force on 31 October 2026, and their validity will last until 29 January 2027.
Parliamentary procedure and voting
The Verkhovna Rada adopted both laws on the same day — 26 October. The review process was swift: after the president submitted the bills, they were discussed by the committee on national security, defence and intelligence, and on that same day, the people's deputies voted in favour of their adoption. Subsequently, the documents returned to parliament with the president's signature.
293 deputies voted in favour of extending martial law (Law No. 5029-IX). 281 parliamentarians expressed support for extending the term of general mobilisation (Law No. 5030-IX). Before being adopted by parliament, they were registered as bills No. 16182 and No. 16183, respectively.
Explanation of decisions by the NSDC
Ihor Klymenko, Secretary of the National Security and Defence Council, emphasised the necessity of maintaining legal mechanisms for state defence when presenting these initiatives in parliament. In his words, martial law and mobilisation provide Ukraine with the necessary tools to maintain its defensive potential amid the prolonged armed aggression of the Russian Federation.
Timeline and details of the laws' operation
It is important to distinguish between the date of signing the documents and the moment when the new term begins. The decree on extending martial law provides for the new 90-day period to be counted from 05:30 on 31 October 2026. This means that the signing on 26 October and the start of the new extension are different stages of the procedure.
At the time the bills were submitted, the previous term of the relevant decisions was set to expire precisely on 31 October. The decision of the Verkhovna Rada served as the basis for the approval of the corresponding presidential decrees, which are necessary for extending military restrictions in the country.
