Pasichnik: "LNR" plans to independently cover over 50% of expenditure in 2027–2029

Reducing dependence on Moscow

Leonid Pasichnik, the occupation administrator of the so-called "LNR", announced a strategy to reduce financial dependence on the Russian budget. According to him, the "republic" intends to significantly increase the share of its own revenues in its budget in the coming years.

Pasichnik outlined these plans during parliamentary hearings in the Federation Council of the Russian Federation.

Forecasts for 2027–2029

«Ми прогнозуємо, що в загальному обсязі доходів у проєктах бюджетів на 2027 рік, а також на плановий період 2028–2029 років понад половину видатків ми вже самостійно покриємо» (We forecast that in the total volume of revenues in the budget projects for 2027, as well as for the planning period of 2028–2029, we will already independently cover more than half of the expenditure), he emphasised.

Mechanism for achieving goals

It is noted that achieving the set goals is planned primarily through freezing or slightly increasing the expenditure part of the budgets.

In addition, Pasichnik added that the budget project for 2027 includes an increase in tax and non-tax revenues. Current expenditure is to remain at the 2026 level, while their indexation over 2027–2029 is envisaged at 4%.
