Ukraine's state budget is suffering significant losses due to military operations. By the end of 2026, the country may fail to collect approximately $1.5 billion in tax revenues. The main cause of this situation is the destruction of production capacities and the forced suspension of enterprise operations resulting from Russian strikes.

Official warning from the Prime Minister

Head of the Government Serhiy Koretskyi announced the scale of potential financial losses. He stated that the halt of enterprises, the destruction of production facilities, and Russian strikes will result in the budget failing to collect the specified amount.

Indicators for nine months

Despite an overall 8.1% increase in tax revenues over the first nine months, which amounted to 1.027 trillion hryvnia, actual results are already lagging behind the planned figures. The gap between the plan and actual performance stands at 49.5 billion hryvnia. The largest underperformance has been recorded specifically in the value-added tax (VAT) category.

Forecast by parliamentary experts

Head of the Budget Committee of the Verkhovna Rada Roksolana Pidlasa does not rule out that the total underperformance of the tax revenue plan for 2026 will exceed 70 billion hryvnia.
