Restoration of state control over insulin producer

The state has regained control of the Indar enterprise, which is the country's only full-cycle insulin manufacturer. This change was the result of a multi-year process, as for the past decade the state, despite owning more than 70% of the shares, had no actual influence over the factory's management.

The successful restoration of management powers was announced by the head of the State Property Fund (FDMU), Dmytro Natalukha. He accused the former director, appointed during Viktor Yanukovych's presidency, of blocking the work of the supervisory board and obstructing the change of management.

Legal battle and change of management

According to Natalukha, management created legal conditions under which the state was obliged to sell its stake to a private minority shareholder without holding an open auction. In June 2026, the FDMU challenged this scheme in court, which allowed the possibility of realising the state stake through open tenders to be restored.

On 27 October, the Indar supervisory board, whose powers had been restored, adopted a decision to change the factory's management. The restoration of state control creates prerequisites for attracting investment, modernising production capacities, and reducing the country's dependence on insulin imports.

Attempt to remove data and documents

Following the official announcement of the new director's appointment, the former head initiated the removal of documents and data storage media from the enterprise. On the evening of 28 October, Dmytro Natalukha, together with FDMU representatives and the new head, arrived at the factory, where he reported that 27 hard drives had disappeared from the enterprise's servers.

These drives were later found in a box in the trunk of an official car, which was parked outside the range of video surveillance cameras. It was also possible to record an attempt by the former director to remove a package of court documents related to sanctioned and seized property. An attempt was made to present them as a father's medical history.

Next steps and audit

The entire incident was documented by an investigative and operational group of the National Police. On 29 October, the new director and the head of the supervisory board officially began their work.

Dmytro Natalukha identified the stabilisation of the enterprise's operations, the restoration of control over documentation, and the conduct of an audit of the factory's activities over the past ten years as priority tasks. The FDMU also plans to seek an investor for the further development of Indar.
