Court proceedings and amnesty
In October 2026, Kazakh media reported that a verdict against entrepreneur Aibek Barisov, founder of Kazakhstan Paramount Engineering (KPE), had taken legal effect. The court found him guilty of insulting a competitor and sentenced him to 60 hours of community service. However, the appellate instance released the businessman from serving the sentence due to an amnesty.
This was reported by the publications FBRK and Politico.kz on 14 October 2026. The conflict between Barisov and another representative of the defence industry, entrepreneur Marat Yesimseitov, began back in 2025. According to data published by FBRK from journalist Mykhailo Kozachkov, on 25 December 2025, Barisov called Yesimseitov and then sent him three voice messages on WhatsApp. An expert examination established that the recordings contained numerous obscene expressions.
The victim notarised the audio recordings and filed a lawsuit under private prosecution. Barisov did not admit his guilt, arguing that the mere fact of sending messages from his number was not proof that he was the one who recorded the audio. Despite this, the court issued a guilty verdict. Currently, the entrepreneur is not serving the assigned sentence.
Company operations and management
Aibek Barisov is the founder of Kazakhstan Paramount Engineering, an enterprise established in 2014. The company specialises in the production of armoured wheeled vehicles, including the Arlan, Alan, and Nomad models, as well as the Baris armoured personnel carriers.
According to information from the publication Kursiv, Barisov headed the supervisory board of KPE and the board of the Association of Enterprises of the Defence-Industrial Complex of Kazakhstan. Meanwhile, in September 2023, Yerbol Salimov was listed as the head of the manufacturing company. Therefore, it is more accurate to characterise Barisov as the founder and a representative of the management, rather than the current general director.
Disputes with the Ministry of Defence
Another part of the story concerns the execution of contracts with Kazakhstan's Ministry of Defence. In September 2023, the ministry reported problems with the supply of KPE equipment. According to the ministry, in 2022, new-model WSE combat modules were installed on ten Arlan armoured vehicles, which had not undergone the procedure for adoption into service. As a result, the military refused to sign acceptance acts, leading to the failure to fulfil the state order for ten vehicles. The supply of another 18 units of equipment in 2023 was also put at risk. Separate remarks concerned the Baris armoured personnel carrier, which had not passed trial military operation.
In October 2023, journalist Gulbanu Abenova claimed in a publication on Kazface that KPE had received 4.7 billion tenge in budget funds. According to her data, the company lost a court dispute, after which the question arose of returning 4.7 billion tenge and paying 146 million tenge in court costs. Barisov himself publicly denied a number of accusations, commenting on the disputes with the defence ministry in an interview with Ulysmedia.
Arlan armoured vehicle in Chechnya
Particular attention was drawn to the story of an Arlan armoured vehicle that ended up in the possession of Chechen security structures. In September 2023, Kursiv reported that Russian social media were discussing alleged assistance from a Kazakh entrepreneur to units associated with Ramzan Kadyrov.
Barisov denied the supply of armoured vehicles to the Russian Federation after the start of the full-scale invasion of Ukraine. According to him, the only vehicle was transferred to the Rosgvardia back in 2019, without weapons, for testing purposes. This information was confirmed by a response from Kazakhstan's Ministry of Defence, published by journalist Gulbanu Abenova. The document stated that the Arlan 4x4 armoured vehicle was transferred free of charge to the ownership of the Rosgvardia in the Chechen Republic for military trials, and noted that this vehicle is not on the balance sheet of the Armed Forces of Kazakhstan.
Buyout of the state share
Another episode concerns the participation of the state company Kazakhstan Engineering in KPE's capital. In a Kazface article dated 17 October 2023, Gulbanu Abenova claimed that the state had invested over 7 billion tenge in the enterprise for a 49% share. According to her information, this share was later bought out by structures associated with Barisov for 16 million tenge. If these data are confirmed documentarily, the difference between state investments and the price of the share disposal will require explanation from the parties to the deal.
Open questions
The story of Kazakhstan Paramount Engineering combines several episodes of different legal status. The verdict for insulting a competitor has taken legal effect, but the sentence is not being served due to an amnesty. The Ministry of Defence's position regarding problems with equipment supply is publicly known, and the transfer of one Arlan vehicle in 2019 is acknowledged by the entrepreneur himself. Meanwhile, claims about the return of 4.7 billion tenge and the circumstances of the buyout of the state share for 16 million tenge require verification against primary financial and court documents. The current position of KPE and Aibek Barisov regarding this information remains important for a full clarification of the situation.
