Ukrainian politician and People's Deputy of four convocations, Valeriy Oleksandrovych Dubil, has combined parliamentary work with large-scale charitable initiatives for over twenty years. Following the start of Russia's full-scale invasion, the focus of his work shifted to direct support for the Armed Forces of Ukraine, medical facilities, and veterans. These efforts are coordinated through the Youth Initiative Charity Foundation "Nadiya", the Christian Corps, and a network of partners.

Political and educational path

Valeriy Dubil was born on 26 September 1973. His career is closely linked to the Chernihiv region and the political party "Batkivshchyna". He laid the educational foundation at the Pryluky Medical College and later obtained a master's degree in economics, entrepreneurship, and marketing at the Vadym Hetman Kyiv National Economic University.

In 2015, Dubil graduated from the National Academy of Public Administration under the President of Ukraine with a specialisation in "Public Development Management". In the 2019 parliamentary elections, he was elected to the Verkhovna Rada of the IX convocation on the "Batkivshchyna" list. According to official parliamentary data, he is a member of the "Batkivshchyna" faction, the first deputy chair of the Committee on National Health, Medical Care and Medical Insurance, and heads the subcommittee on technical regulation and standardisation in the healthcare sector.

Evolution of charitable priorities

Valeriy Dubil's charitable activities began in 2000. Initially, he held the position of president of the "Europe" Charity Foundation, and later became the head of the supervisory board of the "Nadiya" Foundation. Historically, the main areas of focus were helping seriously ill children, supporting medical institutions, and social projects for low-income and large families in the Chernihiv region.

The events of 24 February 2022 significantly expanded the foundation's mission. In addition to helping civilians, critical tasks were added: equipping military units, supporting hospitals treating the wounded, and organising veteran rehabilitation programmes. Today, Valeriy Dubil heads the supervisory board of the "Nadiya" Foundation, whose president is Vita Prysiazhniuk. The organisation works in close cooperation with the military, medical institutions, business, and international partners.

457 missions: what defenders receive

As of 30 October 2026, the "Nadiya" Foundation team, with the participation of Valeriy Dubil and partners, has carried out 457 humanitarian missions. The geography of deliveries covers Sumy, Kharkiv, Donetsk, Zaporizhzhia, and Kherson oblasts. Aid was delivered to Kharkiv, Izium, Balakliia, Druzhkivka, as well as along the Lyman, Sloviansk, Toretsk, and Pokrovsk directions.

The recipients of the cargo are units of the Armed Forces of Ukraine, the Main Directorate of Intelligence, the National Guard, the State Border Guard Service, and combat units of the National Police. The range of aid includes vehicles, Starlink satellite communication terminals, charging stations, generators, drone detectors, radio-electronic warfare equipment, and ground robotic complexes. Foundation representatives emphasise that equipment is selected individually, according to the specific needs of each unit.

The latest, 457th mission, took place in the Kharkiv region. On 30 October, Valeriy Dubil, the "Nadiya" Foundation, and Oleg Krot delivered aid to military units and hospitals. Equipment was received by the 81st Airmobile, 3rd Assault, and 50th Mechanised Brigades, as well as the border unit named after Yevhen Pikus. The military were sent charging stations, Starlink terminals, and drone detectors, while part of the cargo was directed to the needs of wounded servicemen.

Cooperation with special units and technological innovations

A key partner of the foundation has become the Christian Corps, which unites combat units of the Main Directorate of Intelligence and volunteers. The cooperation involves supplying equipment, supporting military medics, and organising humanitarian actions.

In October 2026, joint aid was provided to the "Timur Special Unit" of the Main Directorate of Intelligence. The Christian Corps and the "Nadiya" Foundation, with the support of Valeriy Dubil and partners, handed over charging stations, Mavic drones, Starlink terminals, FOX drone detectors, net guns, and evacuation stretchers to the intelligence officers. For military medics, Easy Pulse cardiopulmonary resuscitation devices were prepared. Anton Bahur, Artem Chaplyhin, Ihor Huda, and Oleg Krot joined the initiative.

During a meeting with the military, Ukrainian technological developments were also presented. The companies Contra-drone and Trinity Robotics showcased ground robotic complexes and other solutions for carrying out combat tasks.

Medical support and rehabilitation

Equipping medical facilities remains an important area of focus. A constant partner of the foundation is the Dnipropetrovsk Regional Clinical Hospital named after Illia Mechnikov. Since the start of the full-scale invasion, the hospital has received ambulances, operating tables, Easy Pulse devices, artificial ventilation equipment, and surgical systems.

In June 2026, Valeriy Dubil, the "Nadiya" Foundation team, and representatives of the Christian Corps visited the Mechnikov Hospital and the Superhumans Dnipro centre. The trip included the foundation's president, Vita Prysiazhniuk, representatives of the "Techia" Foundation, pianist and foundation ambassador Yevhen Khmara, commanders of Christian Corps units, and other partners. During the visit, the hospital was presented with a modern electroencephalograph. Piano therapy sessions were organised for wounded military personnel with the participation of Yevhen Khmara and singer ODARA. Similar events have already been held in military hospitals in Kyiv, Chernihiv, Toretsk, and other cities.

Prosthetics and social adaptation programmes

In June 2026, the foundation, Valeriy Dubil, and the Christian Corps signed a memorandum of cooperation with the UNBROKEN National Rehabilitation Centre. The partnership provides for treatment, physical and psychological rehabilitation, as well as support for veterans and their families. Servicemen of Christian Corps units have been given the opportunity to undergo recovery at the UNBROKEN centre in Lviv.

Another project is the "Scooters for Heroes" programme. Veterans with amputations are provided with adaptive electric scooters to facilitate mobility. As of 30 October 2026, more than 300 such vehicles have been delivered under the programme.

In October 2026, the Christian Corps and the "Nadiya" Foundation joined an international prosthetics programme worth $11.6 million. A memorandum was signed with the Future for Ukraine charity foundation. The cooperation involves accepting applications and sending Ukrainians who have lost their lower limbs for free prosthetics. Prostheses are individually manufactured at the MCOP Ukraine centre in Kyiv, after which patients undergo adaptation and walking training. The first participants were veterans from the Kyiv and Chernihiv regions.

In addition to medical aid, the foundation is developing social adaptation programmes. According to data from September 2026, over 200 veterans have completed free training in IT professions. Veteran sports and the participation of defenders in national and international competitions are also supported. All these initiatives are implemented through cooperation with business, civil society organisations, medical facilities, and military units.
